I don't want to comment the Hogosha thing. You are still angry about Itabashi. Understandable. I am also not happy with the situation. InRP AND ooRP. But i think you shouldn't question the whole Hogosha lore because of the base and the behavior of some peeps.

The Corsairs nor the FA are under protection by the Hogosha in Kusari.

The Corsairs, when caught in an act of piracy are going to the prison. What happens after they arrive there? Who knows? Maybe a rich Hogosha come along and pay for them and maybe the Director of the prison takes the bribe and the Corsair can go. Corsairs sitting at the lanes? Well. They are asked to go to the next exit.

The FA was a LONG time semi lawful party in Kusari. Protected by Samura and even the emporer loved them. They have had a seat in the Government. Now they are outlawed by the Kishiro dominated Government. But, they still have A LOT supporters because you can't change people over night.

Samura is obviously still a supporter. I have the feeling that the relationship with the Hogosha is a bit colder than before, but that might be an observation after a few discussions with the BDS leader. And in the KNF/KSP they have peeps with the same "We want our emporer back. A republic is bad for the Charma, Kill all Gaijins. Grrrr..." mindset. So it's not a big surprise when a KNF/KSP leave the Farmer alone (not caught robbing a trader ofc) after a good talk about how healthy rice is and how bad Synth paste. And i've met a few law enforcers like that so far. Same with the "Oh a dirty Farmer! Must kill !!!".

All in all you can't say "Hey, your RP is crap" because there are so many possibilities in RP.
