Nope. I propose 3 step program
1 Admins use dynamic eco pluggin thing to buy out all BS and spyglass scanner
2 Introduce LF HF scanners only that have current BS scanner stats lower theprice from 50 m to 150 m and make sure that if LF or HF pick this scanner then he have not enough cargo to mount. more then 2.1x armour for the 150 m tier amd no armour for the 50 m tier . Keep the BS scanner for BS only at current price.
3 Add PoB produced scanner for all classes that costs 700m in goods to produce have better range then BS scanner but is 100% lost upon death.
Note that point 1 and 2 require only 1-2 hours time to be implemented if we had working and brain using Dev team.
