I'd like to point out to you that the player list is a widely accepted form of information, commonly chalked off inRP as "long range scans" or something similar. While I was not one of the GMG| involved, practices involving the player list being used inRP are both acceptable and encouraged in order to find people to RP with ingame.
You say you have no problems with utilizing the player list to find interactions, but that's exactly what they did. Unless there's some other atrocity committed there, they didn't do anything wrong imo.
That being said, Asbestos may look differently upon this. I don't know. I'm writing this as a member of GMG|.
Why do you need new ranks? Are you going to change whole ranking system? What are your plans for now and is your leader experienced in the field of GMG? I mean history, all relations and reasons. Because I've accepted Mark few days before I vanished and now he is the leader of GMG. I am just surprised you know.
I suspect it breaks server rules, specificaly in the 'Official Faction Rights & Responsability' section, article one:
"Faction Right 1. Official player factions are free to restrict or not restrict access to their guard systems and tax, fine, or destroy any non-allied ships which enters the system, however, properly repped independent players of the same ID may enter Guard/Owned systems, and cannot be taxed. Access to systems that surround owned system must not be restricted unless there's a war with another faction. In case of IDs with multiple official factions, this right can only be enforced if it has the support of every official faction of the ID."
I understand this rule might even be considered outdated, since most guard systems were or are going to be de-guarded or removed. Even so, as it is now, you decision to tax for tradelane use in all systems the lanes have gmg iff doesn't follow that article. I am considering that taxing for passage is a form of restriction, since I suppose one cannot pass if not paying.
So, even if some factions like the idea and are using the RP opportunity, I doubt any diplomatic repercution can come to a faction that does not agree with that. In the case of OSI, we seldomly use lanes in any sigma system, perhaps only the small one between the gmg station and the honshu gate in 19. I will advise OSI members to pay the tax on a ship to ship basis if anyone passes by there.
No house taxes just for passing by, and I would like a faction leadership comment on that, lets not argue aimlessly here before they make their statement, please.

Because few weeks ago we almost FR5'ed GMG indies taxing everyone for trespassing. This is against GMG lore, where GMG is trying to stay neutral with almost everyone, because almost everyone needs H-Fuel... Simply, taxing people for this is just making more costumers for Samura. Because "Why would we pay you for H-Fuel or Helium-3 and for Trade Lanes, if we can buy it from Samura for almost same price and no tax?" It's up to them, though I really regret leaving GMG| leader's position at this point.

I'd be surprised if Rheinland and Kusari didn't make official statements of condemnation, honestly. The GMG is basically saying that they'll be extorting any traffic that attempts to travel between the two Houses. I imagine that could be construed as a fairly severe security concern.
Shinju I never said that this regulation will be good for GMG. In fact I made an inRP post about it giving some hints. I am only stating that its well within their rights to impose such regulations.

My leader is me for I am Mark, however I'm more than happy to answer your questions, yes i've talked to many of the factions around the sigmas and found and engaged in the relations and reasons and found some of these very useful and contracts on the forum. My leadership within GMG is minimal because I've never been a GMG leader, but lets face it everyone gets to be a leader one way or another just a member however previous to this I was the USI leader for 6 consecutive years, to which the USI never left the faction activity roster's 5th position we were always at the top.

It was a publicity stunt, I mean even pirates charge 1,2mil or die. What's 300k, its to help us start up the faction from what even my dog wouldn't eat for lunch to be honest and truth to you. At the moment I've got the server's eye on GMG and what's going on about it, that's a good thing and its a great publicity stunt that lets be fair worked.
After we're back on a feet and we've filled stations up with H-3,I'll pull back the charges by setting the fuel to a cheap price, it was no dig at any set faction and no faction should be obliged to pay, all they have to do is cruise next to the trade lane rather than go through it, we'll not pirate them, we'll not attack them. Self defense however is not a crime. Our relations stay the same its a through through to get some money into the new GMG bank and that's worked so far, its a push to get us on our feet and its worked, thats our solid reason and if you don't like it I apologize but like i've said the faction was at a really bad state when I walked through the doors and I really want to pull this back to where it belongs and I hope the server is with me to do that. Have patience, we'll get there. This should only be a one time fee. (And its small!)
