but LPI is literally one of liberty's primary fleets, they aren't just a "regional ally". it'd make sense that they'd be fighting in cortez if they could

This is just the next episode in a long line of police factions being prohibited from plugin events for quite frankly silly reasons.
Just to put into perspective, it does not make sense for a Police force to officially take part in a military offensive unless it would be, for example, Bretonia's case where the frontlines are literally giving them no choice but to engage in warfare. Cops aren't generally as well trained or experienced as military personnel. A combat event for California sure, but not a military offensive beyond the borders of Liberty, even if only just. It's a trained hostile military force, fully organized, not a group of loosely affiliated bandits or smuggler group. No one's stopping them from appearing, but it's logical not to make LPI any big part of this military offensive.

In an official rp capacity LPI- isn't getting involved unless @Skorak didnt tell me something. But when it comes to Id rules and zoi. Lpi indy and offical can be there. So yeah tails is correct

They're literally a corporation. "Primary fleet" is pretty much just a term for "Official faction".

Just a thought: Leave the more populated side at 2m or 2.5m. Use the kill bonus as an underpop mechanism. Though, something like this really works better if it can be adjusted on-the-fly.
