Conn is not just about PVP, the spirit in Conn is much lighter. People care less if they killed, don't care for ganks, cry less, have a habit of not going as "psycho" as some people do on the RP part of the server and in general people are just nicer and get along better in Conn. You can chat with people that you often madly disagree with on the forum, or on the RP-server, in a relaxed manner and have fun shooting each other. And you don't need to fly for ages to find someone to gank you and mask it behind a thin veil of RP. We need Conn's good karma on the rest of the server.

Also, conn burns a whole in my pocket already with me explodding all the time.
This will justice punish the players who are not as good at pvp and will hardly even scratch the skilled players.

Anaximander is right, but only partially - it's not like that people will leave their ships in Conn for ever and never take them anywhere else (although there certainly is group which will do that), some will need help with equipment transfer, some will get bored of current loadouts and want to change them, some will bring new ships, some will want to participate in raids and counter-raids...
Connecticut is really nice place to practice PvP, but it shouldn't replace interaction in "real" environment, and that's what happens now.

Conn command fee forces people to participate in normal server gameplay, if they wish to continue visiting virtual system. One isn't banned in any way from going there, simply game mechanics requires of him some RP action outside Conn. Be it trading, piracy, collecting bounties or fees... He can go to Conn any time, he just needs small sum for that, earned in an inRP environment.
Don't think about it as of a punishment of some sort, treat it like value added tax.

I am all four small money sinks on all commands.
For example conn for 300k command seems more reasonable then 2m for 4 m tax is more logical to make conn only ships, while with 600k for going in and back- not much but constant money sink that would generate a lot more money loss over time. Implementing similar thing with other commands as well is good thing. Let say 5m for ship rename is fine.
Also it should require no codding as well since the automatic tax on command usage is there in moveship and lights etc, Cannon would just need to copy few lines of code and paste them.
I also would love to see percentage based price on ship sale commands- this would require some codding however, so to sale battleship would cost you let say 4% of the total NPC value let say it is 20m from 500m NPC value, while selling fighter with 15m npc value it would be 600k.

Just one little note, keep in mind that not everyone uses Conn for fighting - for example, VR uses it for the bulk of our equipment transfers, since dragging someone back to Barrier Gate isn't always practical.
How about in exchange for the fee, how about making Conn ammo prices free, only to be used in Conn but not outside (if you try to get free ammo in conn and /return, you lose them)
