I have been tasked with investigating certain freelancer Leon from freelancer group known as 'Starfliers'. Brief conversation with him proved to be rather useful in partly shedding light into his operations.
Group is made from freelancers known as Leon, Albert and Scotty operating a sirian civilian light carrier known as '\S/'NX-01. Then there is another freelancer named as Halpert and he is flying sirian civilian 'Starflier' fighter designated as '\S/'Silverstone. According to their manifest, both vessels are unarmed and without any significant armor plating.
Their main business is centered around star system survey and gathering coordinates for jump drives. They claim to be neutral and are willing to provide these services for anyone interested - be it lawful, civilian and criminal entities of any allegiance. Their rule is to not cooperate with nomads. They are adamant in keeping their client identities safe and are not even willing to share name of the client's organizations. It is safe to assume, some of these organizations are enemies or undesirables in the Gallia.
Their base of operation is located in the Kepler system.
In conclusion:
Directly - they are harmless civilians and researchers. Their vessels are not armed and are lightly armored. They are cooperative towards authorities in most ways.
Indirectly - their survey and mapping services can, and are used by unknown number of criminal and hostile organizations to the Gallia. As they keep their clients secret - it's hard to estimate extend of these operations. Even if they do not wish to cross any local laws - these potentially hostile entities will clearly profit from these services.

GSB operatives,
we have successfully delivered test batch of highly advanced implants from our 'associates'. Agent Gaston Corbeil successfully escorted GNT Garonne to its destination and back. Our friends joined us in Tau 31 as our vessel was heading to its destination and escorted us even back to Holman Outpost. This technology exchange operation has successfully remained in secrecy so far.
I appointed team of scientists to examine these implants and find suitable volunteers for them. Once this will be done, we can start testing them in controlled environment.
Our current inventory of these highly advanced cyber implants:
Complete packages for 50 snubcraft pilots.
Complete packages for 100 crewmen.
Complete packages for 300 marines.
Complete packages for 160 ground troops and 40 support weapons specialists.
Complete packages for 300 ground vehicle crewmen, ranging from light tactical vehicles to tanks.

Complete packages for 200 surveillance computer and sensor operators.
Preliminary analysis looks promising - these implants are way above average Sirian technological level. I believe, that this relationship with Technocracy of Auxo can give us some edge against our foes within and outside of Gallia.

those who do not know me already - I am Director Baron Mainfred Quentin Bourreau and as you are probably aware - Gallia finds itself encircled by enemies again. While the tension have not significantly yet, we must be ready to defend our noble House once again from Sirian intruders.
To this end - we will need to have eyes and ears within Borderworld and these long range patrols and even agents must be capable of surviving on their own in the case, that Gallia will be sieged and all routes in and out guarded by enemy forces.
I want you to venture outside of Gallia and find safe locations for one or two supply caches near Kusari, Bretonia and Crayter Republic each. Your best bet will be finding freeports and stations belonging to parties, which are at least neutral towards us and have some interests in hampering our foes. Do not get caught, avoid Rheinland space and Inverness system. Feel free to contact Corsicans or use civilian aliases to establish these locations, but be discrete.
Supply caches will have to be large enough to unload smaller transport full of Promethene and reasonable number of spare parts and supplies for our agents - lets say 2,500 units of cargo in total per each location.
I will be expecting results or updates on your progress at the end of the month.
Operative Gaston Corbeil is reporting about successful accomplishment of finding a potential location for our supply cache near Kusari, and, suddenly - Liberty.
Utilising a Sirian gunship left after the confiscation from the pirate group that attempted to settle in the system of Brittany, my group managed to make its way to the system of Kepler through Liberty, left unnoticed by all but a lonely Rogue in New York.
Ames Research Station-- Kepler, Independent Worlds
According to open sources, this facility was built in the year 689, by Libertarian corporation Deep Space Engineering, to investigate the dark matter clouds that back then didn't flood the whole known map of the system and were located on different corners of it. About 20 years after, the facility was transferred to Zoners, most likely sold. Since then they are the owners of the station, and according to rumours are working with local criminals: Xenos, Liberty Rogues, Lane Hackers, Golden Chrysanthemums and other, less infamous.
Due to its location it may be problematic to deliver resources for the cache, as well as to remain discreet -- the Zoners are well known for their lack of reliability, especially those that are so close to the House boundaries. Besides, the hazardous environment is another reason that makes this location less attractive in comparison with the second, perhaps, the only advantage of Ames is exactly said Zoner ownership, where no third party but themselves are governing the station.
According to our sources, the station, despite being called a freeport, is a black market that belongs to the clan Watanabe of Hogosha, well known for their close ties with the government of Kusari and therefore de-facto the enemy of ours in our endeavour. Due to its location is simpler to deliver resources to the cache under the legend of free traders from Taus, however, the de-facto Hogosha ownership creates issues for our operations to remain discreet.

Ames Research Station will be our main supply cache in the region while Noshima Freeport will be serving as our backup site. Risk of Hogosha directly hampering our operations is too severe for it to be our primary location. None of these stations are to be used on regular basis by our agents to not reveal their importance for our possible future operations.
I will arrange delivery of supplies through civilian proxies while field agents will be on the lookout for more suitable bases in our sphere of interest. There are more work to be done.
I've succesfully completed my first patrol on this day. Suffice to say, it was eventful, despite my expectations. A brief summary of the events is written below.
Following the arrival from Picardy, near the jump gate, I've come across a Pirate Transport under Rogue identification. After questioning it for a short time, I proceeded to disable it, as it was carrying both contraband and flying under the banner of a pirate group.
In Languedoc, whilst en route to my last patrol waypoint, a Brigand gunboat appeared from the Clelles Asteroid Field. It attempted to flee, but was intercepted and promptly routed with the assistance of an additional Bureau bomber.
My fighter has suffered minor damage and is currently being repaired at Avallon Station in Burgundy. That concludes the patrol report.
During my scouting mission, I have encountered curious Orbital Spa & Cruise liner christened as 'New-Horizon'. And no, I do not believe that any liner fitted with cloaking device piloted by, mhm, suspicious individuals, would be worthy of your almighty attention, but check the scan reading I have managed to record with my scanners.
While I do not know what is that exactly, it has above-average energy output and EM signature does not match any known profiles. Modified audio recordings are also included.
It seems, that in Sirius - interesting unknown technologies are not just to be acquired by civilians, but also tinkered with at orbit of densely populated planets. Or, at least that is their intention in this case.
