The interhouse economy grinds to a halt, war is declared, Nomads invade, and everyone runs for their tridentes in the Omegas and Omicrons.

Gallic/Nomad NPCs are the best example I can think of.
Have the patrols make sense.
Liberty as example: (NOTE: all of these assume Mk8 armor and class 9 guns for the fighters. With CDs. For caps, cap4 armor)
LPI lite patrol: 1 upholder 2 liberators
LPI med patrol: 2 upholders 4 liberators
LPI heavy patrol: 3 upholders, 8 liberators
Navy light patrol: Two VHFs and a Upholder
Navy Medium patrol: Six VHFs and two upholders
Navy Heavy Patrol: A Ten VHFs and three upholders
Navy GB Patrol: GB bomber three VHFs
type 1 Navy Cruiser Patrol: 1 cruiser (with a few solaris turrets and prehaps a LM so its more of a threat to players rather than a joke) Six VHFs, two bombers.
type 2 Navy Cruiser Patrol: 1 cruiser, two GBs, two bombers
Do the same for LR NPCs, but have Barghests be rather rare outside of the badlands and other dangerous areas doe lawfuls.

This would make it impossible for any newbie to get a foothold. How many times in your (insert any of starflea, rhino, patriot, bactrain) have you been nearly blown up by the most simple of NPC patrols?
Makes sense but only when you consider the tougher players. Little guys would be toast.
