I was just thinking:
What about a "proving period" for rookie pilots? I think of a script which turns the color of their info boxes surrounding to something unique (let's say ... blue, for example) and after some time (let's say ... 24-48 ingame hours) later, this script returns the original white color. So everyone would see "aha, it's a rookie, let's give him some help" or "omg, he's a rookie, let's cruise away" ... what do you say? ^_^
My other idea about this is somewhere in another thread ... was something about changing the server messages to display one rule at a time ...

I think this is sure to people being excited for 4.86, with all the storyline released and such, that they think, "It's nearly here!!!" and then nothing happens.
Not blaming the Dev team or anything, just saying that people are getting into all sorts of trouble cause they've hyped themselves up for something that seemly won't ever arrive.
This means that a lot of normally level headed people are just behaving like children.
This is true.
More FL time = More spite/anger/frustration
Less FL time = More carefree/happy
Though hopefully that will change when 4.86.2012 comes out.:P
They are not always Lolwuts. Some just do not understand english well. Had a Outcast last night that just kept saying "TAX" Nothing else. Then a little later on my Rheinland Char he tried to contact me in Russian so he obviously just did not know much english. At time i did not see any players on that i knew understood Russian, or i would have had them chat to this person.
Punishing would just swamp the admins with yet more sanction reports. There is a ton of helpful players on the server. Also last night i made a new char, and had 4 people offer me instructions/cash,and to join factions. So helpful folks are out there.
Problem is sometimes people think your rule lawyering if you try to help,so you need to be extremely careful what you say. I think that scares off some possible helpers.

And yeah... role playing is not hard to teach if that is your problem.
[color=#FFFFFF]Don't get me wrong I've helped many players, financially and advise wise but I cannot feel compassionate and supportive to a let's say dreadnaught with 200 hours gameplay to it that explains why he engaged a lone fighter with "Cuz ur red, duh! Further more most of those people don't even speak English. I don't mean to sound discriminative but if you can't handle a basic conversation in English you shouldn't be on the server let alone own a capital ship". I am talking about extreme cases here not a player with starflyer still stunned by the prices in disco
EDIT!!!: I just reallised I messed up the forum section the mods please move to the apropriate
As most here say, there are Many Helpers(i think im one 2 but i have only KNF or Rheinland Chars) I always try to explain to the Traders i stop for Example why they arent allowed to do that or this. I even tutorial them as good as I can. But many of them just say "I didnt read the rules" or "what is forum?" We need an item like "Discovery 24/7 Rulez" for the Lawful factions Example: A trader doesnt know the Laws of Kusari, he contacts Me an member of the KNF I Always have "Laws of Kusari" in my hold(you can buy it on EVERY base in Kusari and the Borderworlds(Kepler sigma and so on (dont know them all -_-) i think since the mod has an Autoupdater that it can be made within 5mins its just a bit Copy paste to create it and to add it lets say 1 or 2 hours(i Dont script so no idea). But it wouldn`t be soo bad to have this.
To the Language Problems:
35%Of players i meet dont talk or speak Russian -_- I think most lawfuls know the sentence on SYSTEM-Chat "me Rus )))))" Funny was the last guy in a ALG KusariGB he told me this "Can you speak frensh please? My english bad" i was like Q_Q did he realy ask me that? I mean realy english is a language learnd in almost each country. It is just a Pain to control/interact with players not capable of talking proper english.
EDIT:
Roleplay is fast to learn if you want too like The Major said.
