Well mate, here again I can notify you, that such a thing allready exist. Its called "QCA" or Queen Carina's Academy. Only few are there, cuz its open for all who decide to check the life of a bretonian armed forces pilot. QCA| have some ranks as Cadets, and something like Commendat/Teacher. There all cadets learn the way of laws and Rp, as well as many PVP training programs. Once a cadet is ready with the academy, he joins BAF as ensign or lieutenant if he is that good.
So again...such a thing excist and the creation of another group with same goals is just of no use.

About the HMS- Indies, I had personally dealt with. If you dont know much about BRF|, Bretonia Royal Fleet, I can notify you that, I made this "group" in ordr to separate skillful caps captains from indies. So far there are few of them, proved themself worthy and skillful. I dont say that every HMS without a tag is not good, but he had not passed the training program and tests in Salisbury with me, so I cant notify the admiralty board about his abilities.
So again...such a thing excist and the creation of another capital ship group with same goals is just of no use.
The QCA helps the newbies, the BRF helps the newbies capital ships, then the pilot can join BAF as ensign and do the career, and once he hit the high rank, and get a capital ship if he decire or receive one from our shared ships, he will have the skills necessary to command it well. It wont be his first time or to start learn the capital ship battles and tactics from the rank of a captain or above.

Your two points about [TA] and HMS-[TA], are familiar with QCA| and BRF|.
The numbers of active members for both factions, qca and brf, are low. Reasons are many but the primary cause is that not all can pass the tests.

And again I would advice you, as others I found here said...join BAF and leave this for now, or join BAF and work on this to make it real under the BAF tagg.
