Not Corsairs, not Outcasts can much house military force. Houses has better economy, more resources, more people, they have GROUND FORCES and offcourse- surface to surface and surface to air weaponry.
Even if 12 Legates surround Cambridge, what they will do next? Do they have good enought landing assault craft? Do they even have them? And dont forget, that you wont be able to hold blocade for long time. Not only BAF will be against you.
So, if you just want to try fleet- go ahead. Conqeur planet- no chance, no way.

And I would say both Corsairs and Outcasts have ground forces, just not as many as houses have.

Slight contradiction there. Go read the vanilla rumours regarding Mollys and Corsairs. A number of BPA NPCs provide insight on the matter. In SP, the Mollys were being violently exterminated, with the Corsairs set to completely replace them as Bretonia's primary pirates within years.

you are dying, and your adversary is one of the two possible organ donors, that can save your life. do you kill them?

Depends. If you need their liver, you can shoot them in the face without worrying about damage further down.

(In this metaphor, that would be bombarding the cities to rubble, then reclaiming the fields and countryside. They're the useful bits. Then again, that entire situation is totally unviable in the first place, and could never happen. Taking Cambridge or even legitimately threatening it is nothing more than a pipe dream for the Corsairs.)

orbital bombardment of cambridge would definitely not help. that is the point. conventional weapons would not do necessary damage within a sufficiently short time span on a planet-wide scale. nukes must be used, which is counterproductive. as i said - time is a factor here.

that being said - it is a step toward completely changing the corsair roleplay, which will not happen unless you want to revamp the mod completely. only thing that is changing in disco is gallia with capital ships progressing through an asteroid-filled system, somehow. systems are not an issue of 4 minute travel, as we are used from disco. it would take months at least, especially for such big ships, even with superluminous travel.

The Corsair Empire isn't numerous enough to go for an aggressive expansion towards few different directions.
Crete is surrounded by the hostile parties like the pretty lady on the dance floor by lonely souls. From all directions.

1. Towards Dublin.

Dublin was always a valuable target for Corsairs because of Gold, however the Mollies are also present there as well as a large garrison of BAF, Bretonia for sure don't want to give out it's strategic piece of space to anyone. Also Corsair have to interfere with the IMG as well. So we are talking about the assault against the 2 stationary battleships (which are usually able to hold on a whole fleet) and 3 swarms of angry snubs and 2 swarms of angry capital ships (if IMG are having them there). Kinda problematic.

2. Cambrige.

This is also a wet Corsair dream, but BAF have build up a whole sensor network to counter any attempts of attacks from Omegas. And of cause a battleship there. Also the forces in Omega 5 are facing an overwhelming swarm of Hessians on day to day basis. If i got the rumors right the numbers are around 1 to 4 or even more. So the expansion through this place is stuck.

3. Rheinland via Omegas.

After the last time Corsairs attempted to breach into the Rheinland and got defeated the Rheinland massively fortified it's borders in this region. So this is not a variant again.

4. Rheinland via Sigmas.

This is what actually preparing according to Rumors. Frankfurt and Munich systems are both easily accessible from the Sigma sector and, with the Rheinland being exhaused by the economical crisis and by the war it sounds as a good plan if enough forces gathered for this.

5. Kusari

Not a variant since Corsairs are almost not present there and also have a trade ties with some half-legal parties in Kusari. The invasion into Kusari is not an option. Also Kusari is not at active war at the moment so it's a suicide to face the whole house fleet.

6. Omicrons

It's a stupid idea to keep adding the systems past Kappa but well, there is a planet near the Yaren base and it's populated by the Order and Corsairs together, this is what i heard from some order guy. However the are BHG Core, not so friendly Order and completely not friendly Nomads. And also there is almost no good planets and traffic to pirate. Dead end.

Planets have a Malta shield :cool:

The Corsairs need to pick a front for expansion and stick to it - and not spread themselves too thin if they want it to last.

For a push into Rheinland, the Corsairs should consider cutting a firm deal with the Unioners - and use their base in Munich as a rally point.

The Corsairs could even establish a secret base in southern Sigma-13, another rallying point. Yanagi is no good as it is a 'public' base.
