for a limited time = a limited solution.
to make an faction active you need one or more of the following things:
A) buff the factions pvp prowess to a "above most others" level
B) give it one or two VERY profitable trade routes
C) make a backdoor entry to the core system that is impossible/nearly impossible to blockade or use for lolraid
D) make it possible to gain alot from roleplaying within said faction (currently hard since there is so many "allies" that dont wanna deal with ya)
If either of these are applied, you can expect faction activity to rise, a little, at first.
Problem is, everyone was playing OC back in 4.85.... Now its all about Hessians, Zoners and Mercs, as they are the ones currently in possession of the shiniest toys, and widest selection of OP combos.
If you want to make OC active, you need to make sure their upcoming fighter line outshines ANY other snubline, even if its only gonna last till 4.87.2... The second another faction surpasses them in pvp compability, you can bet all your money, on another wave of inactivity.
Pretty simple really. It's what I've seen done in Order, and again in GRN. You got motivated people, RP opportunities appear. If you cant be arsed, nothing can be done about your faction. Simple as that.
Investigate more RP with the Nomads.
Cart Cardamine into Gallia.
Duel the GMG for control of the Sigmas.
Re-ignite some OC-Corsair fights.
List goes on. All you need is actually wanting to do it instead of making x threads about the problem.
dusty and dnicu have p much covered it I guess. This is the big thing we're working towards (although yeah, it's a legal and less-harmful alternative rather than a cure), it's the whole purpose of Atka Research Station. The Outcasts completely hate us in vanilla (iirc, it's us and the Corsairs mentioned on Malta's infocard, and us first).
I've always seen it as the thing that can never happen for Cryer, much like if the LWB actually got Stuttgart back or whatever it is other factions want to do. In RP it would irrevocably cripple the Outcasts overnight.
As for raising activity - probably not. As has been noticed, we're inactive as hell because turns out not many people want to play space pharmacists, and the Outcasts aren't logging in to do the million things they can already do.
That said - one thing that does make dudes log in is getting mad oorp. qf those guys who log on their corsairs during a gamma raid purely to make themselves mad about gamma raids. So maybe this huge affront to the Outcast's very existence would make some players who hold the Outcasts dear start logging in to prove a point and shout out to the world that they exist etc.
To the Outcast who says he never finds us to pirate - I've NEVER been pirated by an Outcast either ;( Always wanted Outcasts on our case more, but most players don't know/care about Cryer and we're small and nothing we tried ever got off the ground, not helped by the Outcast's own inactivity.
For what it's worth, the original idea, making the thing on Cryer playerbases, making it all expensive and risky etc, I would love the hell out of that and it would definitely boost our activity. As for the Outcasts though yeah, who knows.
And yeah in general if any guys wanting to drum up some Outcast activity want to involve us in any way we will bend over backwards to help
I like the idea for one part: It moves into the direction where every faction has a specific, high risk, high profit item to move around. Only a few drop off points. Known bottle necks. Huge profit if you make it, activity generator for traders and unlawfuls (and thus lawfuls).
So... ye.
Don't only make such a product for Cryer, but every faction should have it.
I am currently trying to work out how I can setup a trade route from Zeta -> Cambridge hauling 3.5k'ers of Nomad remains without Order finding out and You You Teee Efffing...

Outcasts, get liners... fill them with 600 passengers and 3000 cardamine.
Fly to New London, if any police stop you tell them its your passengers personal supply (5 each), land on New London... Sell Cardamine and keep passengers.
When you undock and they accuse you of shipping Cardamine to New London tell them that all your passengers got off taking their personal supplies with them
and these are new passengers...
See if the BPA are non meta-gamey enough to actually let you do it!:)

Right, I like this idea, primarily because it's continuing one of the many abused vanilla plot arcs, and progressing it logically. It won't result in any appreciable ingame activity unless actual game mechanics are set up to facilitate that, however (i.e. ore level profit features).
So, basically what Daedric said. Good storytelling, but otherwise no net change.

True, but a progressing their story (however minute) won't hurt either and while I think the idea that it will boost activity is.......a dim thought; I am full behind progressing some of the plot arcs from vanilla.
The whole Kruger/ALG stuff. Cryer/Outcasts. Etc etc.
