Removing/altering the ZOI restrictions on Hogosha/Junkers

Remove generic Pirate ID with its unlimited ZOI.
Replace it with returning Junker and Hogosha IDs to pre 85 versions.

Essentially this, to be honest. Though I suspect that altering the limitations would be more likely.

Terrible Idea.
~ The guy that created both Hogosha and Junker groups in order to abuse those both IDs and successfully done so big time , that knows better now.
Pirat ID indeed needs a fix but not in the ZoI but in the engagable targets, Lych explained it better.
