There are two opposite extreme examples: Gallia and Liberty.
Gallic NPCs are too strong and Libertonian are too weak.
I think nobody wants swarms of sabres with krakens type2 or avengenrs with magma hammers mk5.
They can use: scimitar, stiletto, hawk, falcon, liberator, guardian, hyena, werewolf, barracuda, hammerhead with class 7-8 shield and class 5-8 guns, with limited squads 2, max 4.
And I would remove patrol paths completely. NPCs should be only in the zones 5k around bases.

the game wouldn't seem real... why do players have to be the only sirian economy? how are indie pirates going to start up if they have no NPC trains to pirate?

NPC trains are not really the problem. Patrols are.
As for NPC around bases. Keep friendly NPC there. It seems it's the other way around. I undock and get swarmed by hostiles.
