Sure, now point me to the lore that says the Outcasts have an organised navy. As a matter of a fact, there isn't any - it's just a public perception that has been ingrained over the years by the existence of the 101st as a player faction.
In any case, your point about lore is rather moot. This list should be about ingame realities, not what you think they should be. Skewing reality based on what you think it should be makes the list inaccurate. The only Corsair capital prefix that's used is CNS.

It's really not a leap of the imagination to call it an Empire. The lore says the Corsairs are structured around an oligarchal political body called the Council of Elders, or rather, just Elders. Much like the Republic era Roman Empire.
That's exactly my question: why is this posted here and why does it go on. Because it has nothing to do with reality but apparently the time you spend here gives you ability to fight vigorously for something that's not true.
I actually thought of CNS as Corsair Nation Ship and not Corsair Navy Ship.
But to be honest trying to force people to use CW is useless because CNS has been used for a long time, and people will continue to do so.
Corsairs do have navy, like all other factions that have access of combined types of warships/capships.(Fleet)
I think we have already stated that many warships used to defend the faction or enforce its goals does not constitute a regular Navy. Otherwise, 95% of all Sirius factions, including some powerful corporations have a Navy, including my uncle, who is a fisherman and owns a couple of boats. A Navy is a very well-organized and structured military branch, which the Corsairs do not own. That does not make the Corsairs less effective than factions that maintain a regular Navy - and that is, in part, why their warmaking capabilities are equivalent to that of a Large Paramilitary, which is second only to the destruction that a House Military can cause.

It's a bit different. The 101st has, since long, represented the majority of the Outcasts (it's even older than The Brotherhood) and from a very early stage of Discovery RP, they began to designate their ships MNS-Shipname, thus implying that the Cardamine trade has helped them maintain a regular Navy. We're talking of year 2008 here.
As for the Corsairs, whose budget is lesser than the Outcasts, it's obvious why they cannot maintain a Navy (or they prefer not to). This random CNS designation started in 2011, and is not backed up by any of the official factions, either.
Now, about the "Empire" concept. Our friend Azrael gave us a valid definition of Empire, and if we go around looking out for every faction that has a leading Council and influences a large territory, we would have to call the [GC] the Golden Chrysanthemum Empire, the Outcast Empire, even the Zoners Empire. Silly, huh? Consequently, there would be debate as to calling the rest of the House Governments Empires. It's a common practice in mathematics to eliminate common factors, and it's well used in calling the Corsairs a Nation.

That was their way to balance out the fact that the Corsairs are like the Chinese of space.
The Corsairs have more numbers than the Outcasts. The Outcasts have more money than the Corsairs. The Outcasts are more careful and influence both criminal organizations and corporations more deeply than Corsairs.
The Outcasts prefer not to spend so much funds in Research and Development of their own technology, considering it cheaper to buy a shipline and maintain a regular Navy. The Corsairs worked hard to develop their own technology to survive in a very harsh environment and produced their own shipline, and do not maintain a regular Navy but their technology is vastly superior to most other factions.
Take a look at the Sabre and Titan. The Sabre is a fighter of the BorderWorlds series, which every Outcast pilot adapts to personal use and known standards. The Titan is a state-of-the-art space superiority fighter, produced for worthy Corsair warriors, and uses technology that even The Order borrowed and implemented in their own designs (the powerplant is exquisite, too).
This makes balance in itself, and does not make one faction superior to the other. Both have the warmaking potential of a Large Paramilitary, and since other Houses do not have more than one influential military except its own House Military, if you sum up the combined power of both the Outcasts and the Corsairs, you would get the equivalent of a House Military, which would be what the Hispanians thought they would establish in Sirius together.

Of course it is, but I'm just explaining the prefix, not the naming scheme. I didn't put "LNS-Shipname" for Liberty or "HMS-Shipname" for Bretonia. If there are more people that wish it that way instead, fine by me.

CNS is here for barely a year, mate.
Correct naming is a change for the best, and as such, it should be backed up in full. I won't give up in this, especially because my main character and alter ego has been a Corsair for more than 3 years.
