It would also help if you have Fraps, Shadowplay or some other method of screen recording program active so you won't have to waste time taking pictures over and over again, and the evidence is a lot more coherent. Players with them active will benefit a lot more when this situation happens

While I agree that this is ultimately a game, etc, there is also the point that the individual in question does not correct their behavior because they are given tacit consent and a passive endorsement, and I, for one, am not appreciative of someone making ongoing low level abuses because it was "not important enough to fix, just play the game".
The slippery slope that is started by that logic leads to gank fleets, etc. Every veteran player, and no, I don't consider myself a vet, just a student of human character, knows what happens once it goes that far.

How would you all "fix" these low level abuses? Jax pointed out that it is essentially impossible to prove trollish cd spam without video, which is simply a fact. If you know of another way that the admins can process cd troll sanctions that prevents innocents who are being maliciously reported from being sanctioned, I'm sure that Jax and the others would love to hear.
If someone insults or provokes me inRP, I shoot them. No matter my ID.
This is a RP server after all. No sanctionlancer. If you think the situation would justify an engagement, then do it.

The "I shoot them" only works on your favor when you can beat the opponent.
Suppose there is 5 Freelancers that spam 2 CDs at one target.
The freelancers cannot engaged the dude until he attacks back and bates him with 2 CD s Each.
2 CD x 5 = 10 = Perfectly spamming.
Since the freelancers are not in group and inRP work for themselves it is like they are not working together but in truth they are.
SO yeah. Perfectly breakable. If the guy starts to shoot back he will get decimated and the freelancer trolls are happy.
I am ticked off more at the principle and not at this one time incident since last time a freelancer spammed my transport and called himself a cop and then called in D9s 15 mins later after trolling and they killed me off. No RP. Just trolling and stalling for pews.
The same thing here when you are not involved with an engagement but use a tool that is not considered engagement to troll yourself INTO the engagement.

Except it was one freelancer, one trader and one pirate.
So your example can be thrown out of the window.
