Sails is fun. We all suck at PVP, have huge parties in bretonia and everyone is happy. We also has a flying brothel with 80% discount for Sails pilots (there is no discounts in the bar though)

apparently. Dont see any problems with it, he asked for a faction, said he didnt like PVP that much and that he wanted RP but not too much smuggling/trading. Then whats left? Piracy or lawful (military/police)
