This would be totally useless on small ships. What stops people from going to conn, giving their stuff to a mate, deleting the ship and rebuying a new one for 2mil?

Well I've never been bastilled, but it seems like you end up there when it comes down to it. I recently saw a guy just shooting people outside Manhattan. An admin was there, not sure if someone asked him to show up and settle the situation or if he just happened to be there, but he bastilled a guy who was basically just attacking people while flying a freelancer ID.
He was bastilled immediately.
Now I don't see this as too harsh, because it seemed like this was the best way to get this player's attention, as he was ignorning the admin when he was being confronted. Obviously this was a new player with little RP experience. I'm assuming that the admin gave him some pointers. In cases like this, you don't need to be in the bastilled for a week. If people do harsher things like kill with no RP or disconnect in the middle of interaction, especially repeatedly, then the bastille gets their attention. But, I agree it should be used for cases like above where you need to time out a player long enough to set them straight. If they don't get it together after that, then it escalates.
Silent engagement and using F1 to escape are probably the 2 worst things you can do, and its blasted all over the server, so if you can't read, that's too bad. Thats why breaking those rules rarely get you a warning and instead you will be punished upon evidence confirming you did it. That is the warning for those offenses. If you're smart you learn your lesson and move on, if not, you are asking for more. After that, if some guy who's constantly abusing the game spends a week in the bastille, and loses interest, he probably should have caught on faster.
