If it came to something as serious as an embargo on Liberty trade through Kusari - it would be tough for the Guild. But not a total disaster, we would simply have to find new markets.
Expansion of the Rheinland market would spring to mind - and that would be a double whammy to Liberty! Restriction of their old fuel source, and their enemies getting a bigger influx of resources.
trust me liberty would get the fuel if need be the LSF can be quite cunning in that area of expertiese and yes america has done this sort of thing in the past(afgan war naimly) they would most likely go through the dragons or bribes in the gmg itself
as for contingencys they like in all houses exist kusari isint as powerful as they think nor is liberty really it all depends on who has the best deck of cards and the most skil in playing them

I'd be really surprised if Liberty wasn't, at least secretly, helping Bretonia out in some way. Think LSF shipping arms to the GC and training them to use heavy military hardware. Liberty may be corrupt to the bones, but even they know that having Bretonia cover Liberty's flank would be far preferable to Kusari sitting there - Bretonia won't let the Rheinlanders through, but Kusari?
Liberty may be able to take two houses on paper... if it tries conventional war against Kusari, it will get roflpwned. It might stall Kusari's plans in bretonia, but they'll win.
Plus, it wouldn't benefit Liberty at all to directly send military forces against Kusari. It'd simply re-inforce Kusari's xenophobic nature, Liberty would be fighting a fanatically hostile population, and Kusari's economic gates would be shut permanently.
Liberty intervining Indirectly, however...
I can see a 'cold war' situation wherin Liberty would maintain it's diplomacy with Kusari, and openly strengthen ties with it's more liberalized elements... in the hopes said Liberal elements will become the dominant power within. As well, there also exists the potential for Liberty to provide under-the-table support to certain Kusari revolutionary or counter-military factions...

Of course low level officers take bribes, thats a problem in every police force in Sirius except, I think, the KSP.
But what that term, 'corrupt to the bones', implies is high level personnel being corrupt, so I would like examples of that to support the (mis)conception that Liberty is corrupt.
