I think this rule change is good, the offical house faction capships are probably monitored pretty closely so they shouldn't go 'round killing people randomly...

After all it was wrong to see transports running around with 5000 pieces of cardi right in front of capital ships. The most cheeky ones even gave a big "HELLOOO THERE!" to the battleships!

keep in mind that Militaries can't demand cargo in core house systems. Only police can. If that wasn't tweaked until now.
But yes, good move for giving it for official factions.
Pros: good for official factions caps actually do more than sit still seeing the action pass by them, maybe indies will want to join officials and the dissapearence of lulcaps
Cons: more caps showing up after a smugler/pirate, the disaperance of bombers/fighters action
And Dell, you said this is because a transport engaging a gunboat and the BS just sits watching, well, GBs are caps, no? and if a GB can`t take a transport out than i don`t know whos fault is it.

What about house but not core systems where those factions have bases? - Bremen, New Hampshire, Minnesota, Dundee, Omega-15 etc..
What about the occupied or contested systems?
GRN can shoot transports in Champagne even though it has no base there cause it's Gallia or not?
KNF can shoot the stream of Cardi protected by Tridentes in Tau 29 which it occupies or not?
And in Leeds BAF can shoot transports, while KNF should wave at miners that head straight to New London with the load or shoot them?
And catch 22: Tau-31 - it's not part of Bretonia or ever was, it's not part of Kusari, both sides have bases and ships there.

What about changing it to "systems they have bases in". Can't use only ships cause militaries have patrols even near JGs in the independent worlds. But at the same time this doesn't change Champagne or Tau 29 as GRN/KNF don't have bases there.

There are many exceptions. Just as the LN cannot do it in Cortez, despite the presence of LN npc's and a rp agreement between Bretonia and Liberty to police the system.
My take on this is we are dealing with the core systems - the civilised systems where people should feel more safe. Contested means just that - there is a contest.
