Wrong. You need to RP before before shooting, you can't kill without demand.
It's not about how much you ask, it's about how you ask. There is no joy in RP-ing with rude or disrespectful or greedy people, no matter if they pirate me, or I pirate them.
So, ask as much as you want. Just make fun of it. Do it nice. Credits are virtual, but fun is real.
Ore is virtual too. But it costs efforts to dig it up. So, if you hate all that mining and than losing your ore due to piracy, just don't mine any more.
P.S. My friend Pubbie once pirated for 100 credits to buy a soap, playing dumb like a boss. He actually made traders coming to his tax-point all that day, just to RP with him. It was awesome!

Some people make pirating as main source of profit - and it could be ok, but not by expense of RP,
not by greedy demands what discourages to trading.
Since such unreasonable demands lead to situation where we have lolwut behave like 'kill me now'
or that traders quit trading and start to pirate all people around since that is way easier to do nothing and demand 'X Mil or die'
The original question was, "How much can a pirate ask?"
The correct answer is: As much as they want to.
The big thing is, you have pirates, then you have Pirates.
Pirates (big P) are the ones that will roleplay with you and ask for a reasonable amount.
Pirates (little p) are the ones who ask for rediculous amounts and are really only after a blue message.
The sad thing is, the two different types can be one and the same at different points in gameplay.
This rule and I quote;
"6.6 Aggressors are not allowed to destroy a trade vessel prior to issuing a demand, in system or local chat, and allowing sufficient time to respond. Demands may be cargo, credits or an RP demand, such as leaving the system. "Halt" is not a demand. You must say more than this to ask a ship to stop however you may destroy them if they attempt escape."
is THE rule you must abide by when pirating a vessel.
Ryoken is, unfortunately correct when he says that you CAN shred a vessel down to one 1 tick of health before making a demand.
However, doing this is seen as "bad form" by 99% of players.

I just got hit by an Outcast gunboat in my transport. I was 25k away from the nearest Kusari base... the one I just spent a fraction under $4 million procurring my cargo from. He demanded $50 million.
Now whilst I competely understand an exagerated demand, given our special 'relationship', I have to ask, is $50 million worth the $4 million contents of my ship and do I now seriously have to sit off that character for four hours because of this?
As a player, I can't help but feel a little let down by the whole situation.
I do appreciate the position of not capping demands (and agree with it) but now the four hour rule has been revised for traders (unless it's changed again or I didn't understand it?), occurances like this do leave a bad taste in my mouth.
I'd say it's excessive unless you were on a Corsair ID'd ship - in that case you effectively got hit by the "May treat all Corsair vessels as combat targets" line on the Outcast ID (he could have shot you without even making a demand, so asking for 50 million to let you live is just him being nice).
