Cause devs couldnt think of a better way to explain how an unlawful faction that lives off crumbs they collect could have an armada of huge battleships?
I mean stealing the plans might work, but to upkeep and even build them you would have loads of resources and highly trained engineers who would be willing to work for those unlawfuls.
Giving the possibility to fly huge battleships in almost every faction is more a policy to attract a large number of players to the mod than a logical RP thing, I guess.

There's a rumour on Newark from an Interspace NPC that says the LN and the BAF are the two least corrupt military agencies in Sirius, and Interspace don't entirely trust the RM or KNF not to take bribes. It's the LPI who are corrupt as hell, not Liberty as a whole.

Honestly, I don't really now why you're tired with that. I mean, for the [HF], you agreed on giving the tech, right ? And to me it looks like you gave your tacit agreement for the RHA to get a LSC Forward Gun. The Osiris was in Vanilla if I recall correctly (and it was supposed to be a unique ship), and well, let's not talk about the Spyglass.

I agreed to the RHA organising events with the [LN] for it. They lost an event and then decided it would be easier to get someone else to do it for them, without any [LN] involvement at all.
As for the rest, I generally agree to people being able to work towards doing stuff like that, so long as the LN/Liberty in general, has some involvement. The HF ships are something which were played out months before I even arrived on the server. They got removed from them with changes in the rules, and returned to them for tradition's sake when the tech-chart cell got changed.
The Osiris is something that bugs me ever so slightly, in that Liberty doesn't have the ability to build them. I believe it should.
The Spyglass... Well... That seems like just repetition of the osiris. Which is a shame. I'm sure something far more interesting could have been cooked up.
The issue is cumulative. One ship isn't an issue. Each case on it's own isn't something that bothers me. It's the numbers that bug me.
I wonder if anyone would still find it ooRP if someone went and just towed Pittsburgh away as a new Order base in the Omicrons. Why or how? THEY STOLE EET!

But yes, I think the Hessians would be able to develop such weapon by themself by using the Rheinland Gunboat technology. Maybe even getting some knowledge from the Blood Dragons would be a better explanation...
Osiris was vanilla story. So I'll not say anything about it.
But the LN should have learned to keep an eye on their hightech stuff, and losing the Spyglass is a very very strange thing. Though the hackers are very good at uhm, hacking. Weird, but alright.
And as I understand it, the HF are more "deserters"? Anyway, if the Hessians are able to build their own ships based upon Rheinland ships, I don't see, why the HF wouldn't be able to do the same.
