According to his little writeup, yes. Which i suspect is a large part of the problem, since nobody would tolerate a war criminal being put BACK in power. Wouldent fly with the bretonians at all.
When the new Kusari government withdrew their combat forces from the Taus, a significant force was trapped behind the Gallic lines. As their desperation grew, the Kusari remnants looked for a leader. The former Kusari Emperor, who had been trapped in Bretonia at the beginning of the Gallic war stepped to the front and took command of the KNF forces trapped in Bretonia. Under the Emperor's command, these forces, now referring to themselves as the Ronin, are small in numbers, comprising some 5 battleships, 10 Destroyers and 25 Gunboats and a handful of fighter and bomber wings. While they don't pose a serious threat to Gallic forces in Tau-31, they have a potential to become an important part of Bretonia's defense during the forthcoming war.
where does it say theres a treaty anywhere?

Uhuh. Which is why we included clause 1.
/Going to sleep now.
I honestly thought Dab was already talking to you guys about this. If not, I'll do some of the Skype legwork tomorrow after work.

This is the fourth or fifth time I have heard this war criminal thing in an oorp context, and I feel the need to ask for clarification, why do people oorp think that Kogen should be treated as a war criminal, what war crime has he committed that any other house at war hasnt done?

1) EMP suicide bombers.
2) Gassing of civilians during boarding of Stokes.
+3) Bretonia considers the war to be solely his fault (they're not going to be impartial when they've got Kogen in their pocket).

So you felt the need to use a oorp faction description to come up with inrp guarantees against it being able to be done? When you wouldn't have even known about Kogen's goals in rp?
I'd like to point out that just because two nations are at war, that doesn't make the enemy combatants (or the enemy leaders) war criminals. War criminals are those who have broken an agreed-upon wartime code of conduct, like the Geneva Convention. Kusari and Bretonia have been killing each other, but I don't think either military is especially guilty of war crimes (the Privateers, on the other hand...).

i know plenty of cases in (recent) history where this actually did happen
edit : of a known war criminal being tolerated back into power

And that is a fine inrp argument, but it has nothing to do with the inrp or oorp reality of the situation. it shouldnt be used as a oorp answer to something.
Also, I dont know of any war crimes conventions in Sirius, but also, if everyone considers him a war criminal, why has everyone but Bretonia been trading with Kusari for 2 years? No sanctions, no nothing?

Oh, come on. You seriously pulled that card? Seriously?
No, we didn't include that clause because of that faction description. We'd discussed putting it in before you even wrote up this thread, because we knew your faction of exiles was going to pop up sooner or later.
Even if your faction status stated you were going to fight Gallia, then live in a hole on California Minor forever after, we'd still have included it. Your OORP faction status has nothing to do with it.
Couple that with the fact that there's rumours, news articles and common sense inferring you'd want your old throne back. Seriously Zelot?
As for war crimes, what Sirius considers them to be is moot. What Bretonia considers them to be is rather important, however. You're not living in Liberty or Rheinland. You're living in Bretonia.
