Restrictions to indies must be quite simple. Like ZOI and Ship usage.
So for trader ID's indie samura/kishiro for example can use only max 3.6k trans. and with joining faction can use 5kers.
Navy.. can't leave core space at all... no border worlds for indies (aka no lolraids.. but they still can deff House from pirates and stuff.
Police.. dunno here, maybe no Tlags for indies???
Pirate id's... restriction on ZOI. For example Cors indie can go only Omicrons/Sigmas/Omegas (no bretonia/rheinland)
Oc indie only Omicrons/Taus/Sigmas.. no Kusari/Liberty.
Those restriction are preaty simple.. and don't kill indies ability to fly any ship.
Right now there is no reason to join faction.. if you can do all as indie.. and even don't care what faction tells you.

That's pretty much it.
On the other hand giving an absolute, total control over factions to official factions is something I definitely do not want to see. Some of the current, new faction leaders just scare the hell out of me with their inexistant capabilities of leadership.
When on a regular basis the most active faction players are threatened to be kicked out from the faction just because they didn't agree with the faction leader on a totally irrelevant matter, I certainly wouldn't, ever want to see this extended to the whole playerbase of a faction.
The possibility to be an indie should still be here, but joining an official faction and getting it's ID should have some interesting reward. Don't tell me bases, they're totally useless for now and an awful cash eating machine.
I agree with quite a few things previously stated.
Pirate indies should have restrictions placed, such as only being able to pirate in non-house space systems that have jumpgates. *shrugs* That's just a suggestion, and probably not the best.
Corporations, like corporations in real life, should be buying out one another. Profit is their main goal. Also, buying another type of corporation shouldn't be too hard to explain inRP either. So have a couple get bought out, and maybe introduce one new one for variety.
EDIT: I know it may require FL hook to be added, but perhaps there should be a larger mining bonus for official faction tagged vessels.

I see the stuff simular to West.Running on 2 ID system could solve all the problems that factions have provided they have active and not retarded leaderships.
Tycho about indie planetform players- remember El Passo? If I am not wrong (it was long time ago) it was private base right or? Assigning some npc bases that are dockable only with password for the official factions would solve so many problems- tech steals, trade routes, docking rights, etc.
Pirate indies are ok- but there should be mechanism to reclaim stolen tech- like proved kill.

If you don't allow indie Navy pilots to leave core systems, why would they even buy navy id? I think by limiting to much stuff Disco can become a bit to straight. Like all you have to do is programmed. A tiny bit of LOL-ism is required to keep the game inseresting and fun to play.
that's the point, you want real war, join official navy. It's not that hard to obtain cap in Naval factions, you only need to be -quite- active.. and prove that you know how to fight/rp captain of warship.
Right now we have TOO many LOLcaptains who have no idea how to rp.. or worse.. even how to fight in cap.
And if you don't want to join navy.. go for police = boost for police factions.
ALG is one of the unfavorite factions. They should merge it with Kruger.. they already have ties in lore.. and as far as I remember Kruger have problems with finances (ALG helping them).
Other way.. indeed kill all ALG indies(Even if I didn't saw any of them for a long time).. and make them only [ALG]. Restrict Golem only to [ALG]. Without FLhook there is no way you can "bump" trade faction activity.. especially if house have 4 trade factions. 2 might be active.. and others don't.. since there is no point in them.
And the current police factions? Those are just lacking the indies, because they are boring compared to military ID's in the houses, and I am telling you this as a member of RFP|. It would only lead to almost all people joining the navy factions while the police units starve.
Therefore going for 2 ID's will not solve the problem for factions that lack the indie player base, but will only benefit the official navy factions, by increasing their applications. And in 2 months we are at the same point again. Or will the admins at one point tell the players: Nope, no more people in [LN], join RFP or KSP instead! (just as an example for you).
Do you know what will happen then? People who recently joined this server will just feel patronized and then leave this server for another one where they can play as they like.
So, instead of restrictions to the indies, we have to increase the popularity of the unpopular factions again.
