This was the last attempt at a Chrysanthemum faction, which was pretty awesome while it was around. Collapsed fairly quickly because leader bailed and I didn't have the inclination to run two factions. Ah well.
Well like I said, I have not seen anything about a democracy so far in their lore, it might be there but can't see it yet.
About a female leader, all I see is the following.

So I do see some evidence in wanting a female to lead.
I don't see how they have lost their reason for existing.
Sure they may of thought that Kishiro taking over was a step in the right direction, bt it was a step, not the end of the journey.
Either way now they have found out that another corporation pulling the strings is just more of the same and their position is unaffected.
There may of been a couple of individuals that took the amnesty, maybe they thought they were stronger than their addiction and that this was a brave new world.
But I think for the most part they would of realised the offer for it's true worth.
A way to kill off the GC without fighting.

I know for a fact that the first rumor is vanilla and believe the second is as well.
The first quote is a copy/paste from the NPC discription of the GC on disco wiki.
This means that it's validity can be questioned as all things wiki can be.
A simple check from a vanilla info (freelancer wiki) states.

My best guess is that any info on democracy was added by a previous player faction.

Got the GC mixed up with BD concerning relations with GMG and maybe Kishiro. We don't let Kishiro in on our alliance with BD. But GC, at best, is viewed with a condenscending neutrality by GMG. The BD fleet on the other hand, from original vanilla lore on into Disco, is directly funded by GMG.

I think that was originally pasted from Kyoto - Dab included some vanilla rumours in his systems to add to the atmosphere. Or lessen the workload. One or the other.
Either way, the "Empress" is directly referenced to in an original rumour on Aniu. If the One Markus quoted isn't original, it's certainly based on one that is.

Well, they're trying to replace a patriarchy with a matriarchy. So yes, they're looking for role reversal. Freelancer has very, very few pure good guys. Most of the causes have been corrupted over time, or are hypocritical and self-serving from the outset. One of the cool features about Freelancer. It's actually a sci-fi dystopian future.
