This is rather off-topic: But i tend to agree with Savi, making smaller (but more often) updates that simply modify a bit of the world according to the players RP would be good. Obviously it might not be as perfect as some wish it to be, but it's something that would deserve at least some thoughts about it.
Could there be a compromise? Maybe allow official factions a small input in their story rather than dictating it, or give them a choice of possible storylines that wouldn't conflict with the major story arc. Removing the player element, especially those who have worked hard to become the official factions, will end up doing more harm than good.
Being able to have an impact on the story will draw a lot of new people into those factions which at this point is the only reason to have factions.
Reason its declining? Easy, less focus on RP more on shooting stuff.
Hessians who are barely hanging on resourse wise somehow get a full shipline, and one thats considered very good if not one of the best to boot. (nevermind the addition of "may treat as combat target" line, screwing over ships that already had no chance vs gunboats, now can be shot with even battleships)
Order get constrained to the crons with their big stuff but then get all their big stuff nerfed to oblivion so to be unusable for their role.
Zoner defence ships given even worse arcs. (nephelim has so big blindspots that you can park a battlecruiser in them and not be hit) (corvo only has 1 gun facing up) (osprey handles like a titan with low armor and complete crap weapon options)
indepenant pirates getting good deal (only a 10% nerf on any unlawful gunboat? house corps meanwhile, for a lawfully obtained one, get a much bigger nerf?!)
any ship can now fire on transports. Meanwhile transports are given no way of surviving anything a pirate can bring due to crap armament and armor, as well as COSTING way more than comparably sized military ships (which makes no sense either)
Honestly with most of the players getting screwed over unless they play a pirate or navy, its no wonder people leave. we come to an RP server to RP, not be forced into a role thats as common as leaves in spring.
Let me respond to your series of short, unsubstantiated statements with a few of mine, similarly unbacked by any evidence and expected to be believed straight away: Hessians are not barely holding on for resources - they outnumber Corsairs in Omega systems and have a good income, Order Osiris balance has nothing to do with the lore but more to do with the fact that the ship itself was just far too strong - now it isn't (but yes maybe it will get some kind of buff, meanwhile the rest of the Order ships are more than fine), Zoner ships are meant to be colony ships not warships hence they suck at fighting, independent pirates are fine as they are. Transports would be mostly fine were it not for cloaking pirates, and this will be fixed soon.
The statement that "woe be upon the players for they are getting screwed over" is probably older than my registration date on this forum. Different people who can't be bothered to log to get their factions active blame their own failures on the devs/admins, and offer nothing constructive in any thread like this except their apocalyptic wailing about how bad they have. And that's the truth of it.
Meanwhile, official factions that care about their lore instead of crying about it submitted their suggestions, and all of them were reviewed by dev team and most will be included. So can we end these lies already?

Kinda symbolic for the state disco is in.
It is what Disco has come to.
The old admins would not have done any trolling, and maybe even sanctioned their fellow admins for it.
But age of our admin team has dropped alot last year.
Hell i have had a few PM me just to yell at me as of late instead of actually responding in topic.
As said above though, they have made pirates way to powerful, and given Traders no way to defend themselves, and you cannot RP out of most Piracy's, as all they want is money, or blue message.
I had admin tell me in PM they have seen no OORP, or overly high piracy demands. LOL Because they chose not to see them. How many of you reported overly high piracy demands? or OORP demands, and nothing happens?

Meanwhile the "new" admins refuse to take in your trash talk and don't turn the other cheek any more. Seriously, get some respect for your fellow players already. Your behaviour toward and general treatment of both the admins and many other players is honestly appalling to me, and I'm surprised every time that my fellow admins are restraining themselves to simply shouting at you for all the trolling that you do.
If you really hate it here so much, and have absolutely nothing to offer to help except more and more trash talk, then just... leave. Let the rest of the players have fun without having to look at your dripping venom.

Hey, if you can't talk your way out of getting robbed then maybe it's your fault, and not the pirate's. If you can't hire scouts - also your fault. If you can't fly smart - bingo, your fault again. Space is dangerous.

Just because you report it doesn't mean it's against the rules.

EDIT: In fact, this is getting ridiculous. The next post in this thread that isn't in some way constructive (definition: con·struc·tive
[adj.] serving a useful purpose; tending to build up) will just get silently hidden. Time to step up to what Ingenious posted in the OP:
