To be honest, treating the Zoners as anything more than edge-world squatters is a bit... odd. I'm loathe to really justify them having battleships when the only real reason is because of ludicrous design decisions from Discovery's very early years as a non-RP ship-pack.
Well, the only reason why they have them is, let's face it, for nomad players to shoot at. Especially now that Order are pretty much gone down under.

Perhaps, but the same philosophy should apply to Outcasts, Corsairs and Bounty Hunters since asteroids and conserving resources. (I can't believe the Red Hessians have a battleship now.)
Then you stack up the Zoners with nothing to do but trade vast resources found in the edge worlds where corporations don't tread, customers which will pay any price (unlawfuls) to get resources, pretty much no enemies, an alliance with the GMG and H-Fuel and technological advances conferred from The Order, as well as time to dedicate to research.
Easiest solutions would be to split off the Omicron Zoners into a new faction of sorts and assigning all the Zoner ships to them. 'Cause a faction that builds a nation out in the edge worlds with fullblown battleships and the likes, are not the space-based vagrants that opened up the Freeports on the edges of the houses.
No more neutral-to-all battleships. Problem solved. Cue crocodile tears. Yea, I've grown sarcastic about the Zoners in my time.

It would not be needed to make them a new faction. Basicly the problem lies within the Zoner id. it gives everyone the option to have all the zoner ships without any knowledge of RP or basicly the id itself. OSI gave up the ships above the gunboat. So they are allowed to dock with the whale in house space. TAZ for example did not and have just access to all ships. as wel as plain zoners have. A possible fix would be that Phoenix in this case gets his own ID too with class max BS. and the plain Zoner id's get restricted to the GB. With this you prevent all the ooRP jumping (seen even zoners jumping gallics and many other comibnations) Also if people want to Roleplay with a cruiser/bs as zoner they have to know at least that they are not allowed to fire on sight at nomads. Phoenix might have an additional line on it maybe, yet i think it would make them more Order like so it would not fit them. Even not inRP (correct me if i am wrong).
Also zoners lack unity. Without this it is for the devs hard to decide what to do with the ships. As many are now in my view seen as more civ tech then actual zoner tech. (by the devs at least) Just because the tech is mostly open to everyone.
Now to the actual topic:
The zoner conference. Well i have to say i flew it a short time. I liked the ship, yet it did lack something indeed. So i decided to get the Hathor instead. Knowing its designed by Zoners and it just looks fantastic (even knowing in the next version it gets reverted to the old version). Also i have no clue if in the next version something is or will be done at this ship. Maybe some dev wants to look into it if it is indeed so unballanced as people claim it to be.

But i see good points here.
I also believe that the battleships should be fewer and not free for all like in any other faction, but should not be official faction only! even one indie should be let have one if he make a RP story. Zoner bs should exist because there are Zoner bases and Zoner systems that must be protected
I saw that in the new mod version there will be a new gunboat and civilian, so there is a good excuse to remove the Conference from Ames and Bornholm and put it on sale on a guard system or both, and also taking the Corvo out of Corfu and put also on a guard system.
But come on ... i'm i and other Zoners players asking too much? Give the Zoners what are are theirs? Give justice to the Conference? Why Conference should not have a gunboat power core if he handles like one and has the size of a heavy gunboat? I don't see any reason why not.
I am against restrictions. there are many zoner factions and they should have acces to all ships if they want. Btw i noticed on forum that most RP activity comes from zoners as they are "hindered" by neutrality. That gap is sufficiently filled with RP ideas and initiatives. Pottentiall missuse of big ships in oorp engagements is really small i think. However it is loudicrous that some POB has more than 1 - 2max BS to protect it.
Mentioned problem of killing nomad on sight has to be somehow solved. RPing with nomads can be more interesting with imagination, then pewpew.
