I see you've put a lot more effort into this since you first posted it. I applaud you for that and I do wish you the best.
I do have a couple more suggestions, though.
Firstly, your list of permitted ships seems rather.....restricted.
In particular, I would add Rheinland civilian ships. Gateway get 90% core with those, so they're obviously intended to be used. Liberty civilian ships might be added too (75%).
And why only the CTE line for escorts? What about other civilian ships, like the Renzu line, and stuff like the Kingfisher.
You should also definitely add the Havoc bomber, which is intended for Libertonian and Bretonian corporations, and freelancers.
Edit: Oh yeah, I almost forgot: The Shetland and Shire are made by Bowex, and this means a Gateway ID'd ship cannot actually purchase them at all. Of course one can still use a different ID to land at Scarborough Station, but I don't think they'd be the first choice for a Gateway transport captain.

I think this is a little more harsh than it needs to be. I always considered one of the main advantages of Gateway to be that unlike other shippers (RepEx, USI, Samura, Bowex) they have no sworn unlawful enemies.
They're a very new company and seem to be more "open" than the established shippers.
I suggest changing this line to reflect that. Avoiding pirates is still generally smart, but "engaging on sight" does not sound like something Gateway would do.

There's nothing on either ID which states that Gateway or Bowex players may not land on the other company's bases. I'm not sure if the rep-ninja forces that, although I'm sure there are certainly RP allowances which could be made since, as a Bretonian corporation, Gateway would still be open to purchases from the only shipbuilders in Bretonia.
In either case, I wouldn't mind seeing the shiplist a bit more open.
You can supposedly also get the Gateway bribe at Scarborough. So, clearly there's folk there that got a heart for Gateway.

Well, then by same logic we shouldn't be able to use the Clydesdale either?
The obvious quick fix to this would be to simply purchase the ship before you get the ID.

The Clydesdale isn't sold exclusively at Scarborough.
And of course it's possible to get a different ID that allows 5ks, buy a Shetland/Shire, and then get the Gateway ID.
But inrp, it's illogical for Gateway to use ships manufactured by their main rival.
