Bases are going to stay were they are, tough luck if you built one in a system that changes ownership.

This would reduce the lag current base sieges are causing , correct?

Is planet leeds gallic as well though? And where will lawful bretonians get their cheap ship hull panels from? Wouldnt the bretonian military totally collapse at this stage without their hull panels from leeds

No, that Mox generating base will be Birmingham. And Leeds won't entirely be under GRN control - there'll be a bloody ground war going on down there. A nasty one, which won't be concluded quickly.
