just because the lawfuls werent attacking him doesnt mean he was doing something wrong. If you are an unlawful, he has as much right to hold you up as he does to hold up a lawful.

The independent IDs have the right to do it so they do it, there is no point to ask why- the obvious answer is because they can.
Your question is redundant and brings the follow up question why the Flares choice only lawful targets when they can hunt unlawfuls and protect lawfuls?

Answer for your Question "Why the Flares Choice only Lawfuls when we have pirates as targets" We have Freelancer ID. We may or may not shot the target we want. On the other hand we did kept our work against lawfuls and if you see we kill outcasts in taus and Neutral to them in liberty. Why? because we are freelancers we can change our reputation any where any time like what we need. And so far if you talk about alliance we have neutral stance to pirates and outcasts in liberty. Freelancer ID allows us. Pirate ID doesnt.

its not like i say so. Its like we have multiple options using Freelancer ID. Like we can change our reps. But its not like we get allied with Navy. We had this Concept after looking at Reavers working. A little bit when we started it.

The Freelancer ID should be used somewhat like a Neutral Bounty Hunter ID, as your actions are determined by posted bounty contracts (Lawful or Unlawful). I'd assume you'd make a deal in game for escort duties, exchange money, etc.
Now with the Pirate ID, you can ransom someone for their life. 5 million seems a little steep for someone that's empty, but it's not out of the question as 5 million is a drop in the bucket compared to the billions of credits people can make through trading. One does not need cargo to be considered a target, as some pirates specifically just hunt for the kill, knowing outrageous demands will automatically resort into conflict. It's all a matter of their RP really, the emotional tendencies of their character, how they see the story playing out, a bunch of different variables man :p

So your belief is that if outcasts see you in liberty, they wont shoot despite the fact you shoot them in the taus?
