Am I then allowed to pew them without making a demand for cargo/cash?
I like to make my demands fair, but it's hard to come up with a reasonable demand when you're chasing them. You can no longer type or engage in RP...
If I take their hull down to 10%, they might get the message, then I'll make a demand, or not, I'll just blow them up for sending me on a wild goose chase.
In short, do I have to make a demand for credits/cargo before engaging? Personally I think that "drop your speed to 0 or else" is a sufficient demand.
You does not need to make demand before engaging. However you have to RP before engaging. As long as the trader is alive you still can make demand even if he lost 90% of its hull.
You cannot engage silently so cut your engines or I would open fire can do it, however if you kill him before demanding something you are breaking the rules, but if the trader shoots back and you screen him you have the right to defend yourself if you loose the half of your shield. May be the best way is to demand them to stop first then ask for cargo or money or whatever so you would be covered by the rules and would not allow misunderstanding and not legit sanctions from the trader side.
I noticed that good motivator for silent traders is to chop off their transport turrets.

So Govedo is wrong. If you ask them to halt and be ready to pay, and they run, be all means blast them into oblivion. Their stupid mistake.

That means "halt" becomes a valid demand if they're fleeing, since you can shoot them if they flee, because they're not complying with that demand to halt...
Actually the idea is to type more then "Halt" or silent shoot them even if it means the same. The idea behind is to give a bit of time for the trader to cope with the situation and react.
Sometimes the same thing happens with bounty board claims where 2 setmsgs( they work if you know how) and emp/snac kills someone while he is typing his response.
There are people who are slow in typing, people that does not speak English well, people that need to do something off the PC at the same moment where they should defend themselves or run etc...
The best solution is actually to remove/modify the said rule and implement game mechanics that gives small time window for RP- very hard to do but possible.
