There is nothing unfair about having to assume that space is dangerous, and that people do not have your best interests in mind, regardless of the IFF they choose to display. That being said, I'm not entirely sure why the guy was trying to get a Rogue to pay him for assisting. He's a pirate himself, not a merc or 'lancer.

At some point or another back in the history of Disco and the forums - it came down that you can only successfully pirate once per encounter. So while it technically may be acceptable under the rules - being a douche is still unacceptable.
Note that if the trader takes the same route back, it's a new encounter, and he's free to be pirated again.
Also note that Xeno's are not your usual pirate, so if you're messing with a Xeno, he's within his rights to rob you, shoot your cargo, and then shoot you as well because he's a Xeno. But generic (and other) pirates - one time only per encounter.

That would be covered under the common sense thing of undocking in the middle of a combat zone, where active shooting is ALREADY taking place. Regardless of whether there was a line of RP, "Oh, crap, here comes another one" or not - you popped out into someplace active combat was happening. It happens - you can't (and shouldn't) expect much, if any, RP at that point.
(Example from history - BHG|Core making a big raid on Toledo. Order Ossies undock from Isis while we're already shooting at other Ossies. We blow him up. He complained we didn't RP with him. Really? We're already SHOOTING at the Isis AND his mates. Get over yourself.)

Aaaaaaanytime as long as his ID allows it, and either provided sufficient amount of RP (and time to respond) or got shot at. His ID allowed it, he provided sufficient amount of RP (and time to respond), thus he could join in the started combat. Clear now?

Personally when I join a started combat, I like to have my character say to the group I'm going to attack "Disengage at once or we will be forced to open fire".
It provides the possibility for feedback from the other side, a clearly understood warning before engaging in PvP, and it's much better than just saying "engaging".
Some roleplay has to take place before an engagement (unless in a few cases like with the indy Nomad ID starting one), there does not have to be a reply (simply time for one, to prevent ambushes). If this were not the case, silent powertraders would be immune to piracy and effectively anyone can avoid interaction by not interacting.
The thing is that the Pirat ID cannot collect bounties. Cannot also help the roug since it is not the same affiliation, he can maximally rob you and if you refuse engage you.
If you are comfortable to fight 3 v single rouge and call this fair... then
You get panicked when you need to fight 3 v 2 ? Then pay the man next time, or make friends so you can fair gank more fair and efficient.
Well is always the option to whine in the forum and loosing people time with your casual game play problems,it is indeed more easy one compared to learning how to fly ships.
Admins and Mods are also slipping this could get closed at page 1 since the guy got his answer instead of generalizing around stuff at 5 pages, not even to mention the author understanding of "fair" .
