This seems to tie into another thread about "blanket demanding" that is being discussed.
IMO - I think it's fine to WARN players that you will pirate them if you can catch them in system chat, but that doesn't count as your "demand" simply as an excuse to engage a ship without any further RP necessary.
Valid RP Example and is thought out and good, even as short as it is.
Pirate follows trader to a station via cloak. Pirate watches trader dock. Local chat is not heard from inside a station so to communicate /s is used.
Pirate: /s I know where you are trader. Recommended you send 10 million SC to me before we cross paths. If not you'll be sentenced to death.

Trader encounters pirate. Trader stops
Pirate: So trader. Where's my money? Still waiting on that 10m you know...
Trader: You're not gonna get it. Not yesterday. Not today. Not tomorrow. Bugger off.
Pirate: Ok trader. prepare your airlock cause it's gonna be blown clean off your ship.
In the above. Demand was made. Plenty of time given to send the cash. RP'd the encounter requesting his money. Instead of just opening fire once the pirate saw the trader. Also it's unique RP. Whether the pirate made the demand, then found him, or the pirate found him and made a demand, Either way, the pirate made a demand and RP'd before getting trigger happy. The demand was just time lapsed instead of made on the spot. Most pirating RP is Meet, Demand, Pay or die/flee. In this RP instance if it played out this way would be Demand, time lapse, meet, Demand reminder, pay or Die/flee

Yes, but in this instance you've provided the Demand reminder...which in essence is like making a new demand...which I think is fine. It's not like you have to pretend you never ran into the exact same guy before. But I think...LACKING that demand reminder would be the same as engaging without RP and sanctionable.
So, that first example I find completely fine and agreeable.

This would be legit but only if the pirate knows the person is there (Either saw him, the docking message or if the guy was talking in system. SOME sort of interaction. Otherwise you're using the online list to metagame a demand. To the trader however it might look like metagaming.
