Please bare with me, very new player (6 weeks), but very experienced MMO player, EvE Online being one of them. I am sure I made mistakes in this post. Please help me correct them.
If [MAD] won't make it to be a faction, official or not, I ask the Admins, if possible, to have this ID characters restricted to anyone else than me for 2-3 months. Unless the this ID it's already taken of course.
Proposal for Outcast Player Faction :
Maltese Armed Division [MAD]

Introduction
The need for action surpasses the need for words. The Maltese nation had enough.
-The Gallic forces have made decisive progress in the battle with Bretonnia. Enough progress that not only the Cardamine traffic is at peril in Gallia and Bretonnia, but our homeland borders are facing a neighbor more powerful that before.
This cannot be accepted.
-The bretonnians had little or no help from us. While Bretonnia is not a friend of Malta, our inaction now pays dearly. Gallic forces, encouraged by their success in Bretonnia, eyes Liberty. The powerful Liberty Navy had yet to master a response to the Gallic intrusions. If the Gallic advance is not stopped, the Cardamine sales in Liberty will be at risk.
This, again, cannot be accepted.
Our brave pilots cannot make a living in Tau-23 and Tau-37.The IMG thugs will either mercilessly kill them or make them run for their sacred lives.
This cannot be accepted either.
We, the proud nation of Malta, cannot afford inaction. Our main economic revenue lies in Cardamine. If the Cardamine sales will diminish, our nation future will be at stake.
Do you want our children to starve? Do you want to risk food riots all over our homeland ?
If not, than join me. Malta Armed Division needs you. Our nation needs you !
[MAD] will be an offensive Outcast force. Homeland defense if necessary. I know it's a cliché, but the best defense it's a strong offense.

I say it will have, because if this idea won't gain minimal support until Thursday, November 28th, I won't have those 500 million credits on that character.
I am disappointed that you did not add the word United in the full title.
Anyway, prepare to have your butthole punched in by vets, who will try their best to tell you that you have no experience in this, and because you are new and play EvE and such.

1) It's really difficult to get your own ID, you have to put in a lot of time and work and be active with a lot of players over a period of time
2) Everything listed you can already do on an Outcast ID. The new ID is much more open, allowing for a wider variety of roleplay. You don't need to make piracy demands within your ZOI, you are free to toast enemies as long as they aren't transports. Just throw a tag on your ships and you're good to go, no admin stuff needed.
3) There are already two Outcast official factions (both use the Outcast ID I think), ask yourselves how you are going to set yourself apart from them and try to develop and strengthen your own themes.

Thank you for your input. A correction must be made : I WAS an EvE player. I've quit played all my other games 6 weeks ago (EVE, WOW, SWTOR and Diablo 2), when I started to play Discovery Freelancer 4.87.
As for "United" not being specified...what else can be told outside saving my nation ? It is implied that this can be made only united. There is no Maltese who would not to save his nation.
As for veterans, I met veterans in all other games I played. I know what to expect from them and I know how to politely respond to them. Or anyone else for that matter.

I'd suggest you fly around and learn a few things before you try and terrible fail with your idea.
Not saying the idea is bad in general, just presentation and the overall way you've lined it out to have it implemented, along with a few major mistakes as of how this place actually works.
Quickstart. Bad idea. But keep that spirit in mind and actually put something more detailed up later.

Before I start, I must say this (*looks at Sindroms*): You have no experience. You are new. You play EvE. Everything is crap and we don´t like you here. Grrr...
But now, something more serious...
If you want to start faction, it is generally better to start as unofficial. You will see how many players are interested in it. You don´t need any approval. You don´t need detailed info, diplomacy and history at the beginning.
Because that is exactly what you need if you want be official and even get your own ID. So maybe you should try this way and if everything will go good, apply for official faction after two or three months. It really takes lot of time and RP both on forum and ingame to be approved. And you also should bring something special.
You also should look at Faction Creation Rules. And also at other requests, especially approved ones, to see how it should look like. You for example don´t even said one of the basics - on which char is required fee of 500 million credits.
So, that is some basic food for thought for you. Anyway, good luck and have fun here.

1) I cannot just not try something because it's difficult. I know it is a lot of work, but I already decided to do this.
2) I agree with everything. However, the difference between one Outcast pilot working alone, and 10 Outcast pilots working together, it's obviously huge. The ID alone does won't make (because it does not) Outcast pilots coordinate their efforts.
3) There are two Outcast official factions. However, without trying to step on anyone's toes, their presence inside or outside homeland is quasi-inexistent. In the last 6 weeks, since I started this game, none of those two faction made anything worth mentioning.
Could I make any difference ? Not alone. Not in a thousand years.
Using mainly capital ships is a sure way to attract unearthly concentrations of flak. I strongly suggest using smaller vessels. In my experience, not many new factions listen to that, but do whatever you feel right.

I did applied to 101st, but I realized that I cannot make any significant changes to 101st.Not as fast as our nation needs them.
Bad idea? Just saying it's a bad idea, without any arguments, makes me think that you feel somehow uneasy about it ?
