however as soon as you pirate a player within 5k of Bethlehem he as the right to enforce the No Fire Zone as established in role play by the major zoner factions and shoot you if you refuse to stop hostilities while inside the no fire zone

Wrong, bethlehem is another matter when it comes to attacks. The navy dislikes us for letting pirates use of bethlehem and if one pirates transports and seeks refuge he can be shot freely. I would open a comm to the CoF to rephack him so that he wont be able to dock next time.
So,you are the Order cruiser who was attacking everyone at Bethelhem.
If thats the case,you have no justice to prove on your side.
First,you didnt do proper RP with the 5th| guys out there(yes I am one).You shot us without any notice or warning.Unprovoked attacks.And we had to defend ourselves.(You gathered the guts to shoot at a navy fleet of 2 carriers,one LABC and 2 Seige cruisers with your Order cruiser)
Second,you undocked at Bethelhem again and again...and you attacked us again.Without any notice this time too.
Third,well,what more violation do you require?
So,the case is closed.You are the one who should apologise.

Thanks Tel Aviv some things regarding zoners still confuse me, as soon as multiple things start to conflict/come into effect I tend to get lost amongst it all
I spend most of my time ingame not on the forums so, I may have some gaps that need filling

In this server, almost all zoner stations have a policy of a 5k No fire zone, this means that no one from any faction should be allowed to aggress or open fire within 5,000 m of that station.
As the Bethlehem station belongs to the Zoner, and also assuming the Zoner player has caught you harassing traders within the 5k No fire zone at that exact moment, he/she has the authority to remove you from the vicinity.
As for the issue for Zoner helping lawfuls to hunt pirates, please disregard Tel-Aviv's comment, Zoner in role play try their best to maintain neutrality, this means turning a blind eye to both sides when fire fight breaks out if it means keeping both factions happy/ neutral.
There is a treaty that you can read that came from ages ago, outlining what Zoners and LPI could or could not do. Hope that gives u a basic guideline of what will be expected in that area See below:

i see thanks, Roleplaying zoners can be hard, especially when other factions try and put that neutrality to the test, as a zoner from what ive experienced , you've gotta try to please everyone while not upsetting everyone else ..it can be hard especially if the parties that are testing your neutrality are enemies with eachother ive been around for 3 years with my small zoner faction and yet we don't know everything we should know yet, neutrality gets confusing, my little bunch tend to keep to "light" Roleplay ingame per encounter, and spend little time on these forums,

This is the guy (the zoner that attacked you) that got me sanctioned for docking during PvP, after he'd docked to escape me, then logged his GB to kill me.
So he broke the rules himself then reported me for it. (I got sanctioned for an unwritten rule BTW).
This Zoner isn't doing this because he doesn't like you, he's doing it because he himself is doing exactly what you're doing, pirating NPC transports, with a Zoner ID.
He's just using the NFZ as an excuse to kill you so he can continue to pirate the NPC transports outside the Zoner station without interference from another player.

Im going to have to step in on this part, the Zoner contacted me to deal with him at one point. Saying there was a Order Carrier at Beth' and it was engaging NPC's and ignoring all Zoner comm messages.
If this is you then you got out on your own luck and from the Zoner told me and i've seen, that cap should not be out in Penny at all (seeing as Order ID's state that you cant bring caps to systems with a JG)
If not then never mind.
However I can say this, if this is you, then there is a KOS on ya and both the LPI and LN know of location.
And yes, in the treaty it states, part 2, that the LN/LSF can arrest/shoot you down as you are a Order Carrier in Liberty space then. Which I will state that Order is NOT WELCOMED in Liberty.
Another thing is, I've also got reports (and a few others including Golanski) that more pirate activity have been happening with this Order char, mostly the kind that involves the prim order getting involved with in.
i think the beth treaty is null and void right now, and has been for a bit. Not 100% sure, but fairly positive. (and the reasons, well who knows).
i'd say if the order ship turns up again and does all this again, take screenshots and send a comm to order primary fleet, the zoner officials and bethlehem admin (whoever it may be).
and if it is an order cap doing it, well screens and sanction report. as shizune said, it would be a breach of ID.
