Why give it over to another Official Faction, that very well (Not saying it will) Do the same thing after 4-8 months.
Vespucci was a place that pretty much only allowed HF. We intend for Kansas to be more well-travelled than that. Think less Virginia and more California.
For example, I like the above suggestion about a Planetform base.

I'd say that the Hackers and HF used that system well enough to justify its implementation in the mod. Not to mention the vast contributions to RP both factions made.

LH actually gave up the system willingly. In general I believe that all guard systems should be deleted/re-purposed.
As for this idea, as someone who haven't been in VR, or Natio Octavium, ever, I don't see a reason why some border station couldn't be added and some orbital docking point (like the one in Leeds) for the planet, as inRP making rings is something very resource-consuming, resources I am not sure that VR has.
I agree with Pancakes. Don't image huge things that could render useless later, better one well equipped small outpost.

You have more than 90% players for this idea.
It's not bad thing to make 90% happy.
Soo act quick and make the base or two for them.
Show the players that you care...
As for the VR fraction have fun and keep the good work.
Oh I didn't say: ofcourse I agree...
Lords will rule their land as they see fit, and the serfs shall merely beg.

Our current plan actually has us not making the planet dockable in the forseeable future, and routing everything through an orbital base (delivered planetside by shuttlecraft).
So yeah. We're aware of the difficulties in docking ring construction.
A freelancer base in Kansas? That could certainly be interesting
However i don't think VR should own it,at least not yet..
I would like them to start from bottom with a POB and see if their claim over Kansas system will be contested and if they can defend and only after a few months if it still alive then turn it into an NPC base(why i said months?well..getting a faction ID takes that much time, but NPC base..well..i don't recall happen that often..)
My personal opinion is that bases should not appear from thin air, especially for a Non-NPC faction, which their objects could end up being unused like one of many attempts on this server..
People want to believe that God has a plan for them.
They don't wanna believe that anyone else does..
There are tons of GC Guard bases. None making much sense at all. Overall the system they reside in is probably the worst system when it comes to making any sense story wise. (Yes, even worse than O49.)
Just if you ever feel like scraping some stuff to make a little bit more sense.
I personally would like there to be a base in Kansas. Espeicially a freelancer one. lets say the worst happens and VR collapses you could ether leave the staion in Kansas or move it somewhere else. That said though the latter provides an excuse to say. Well toto I guess we're not in Kansas anymore.
