What if there is no third party around to interact with? Should the guy get away with the law breach simply because the trader found no police online at that moment? How in earth does it matter from a roleplay standpoint who flies which character?
That is like I would be sanctioned for logging my Council cruiser only to intercept and fine random ppl I saw on the playerlist illegally trespassing Roussillon. Like... how the hell wouldn't the leader of Council know what's happening in Roussillon?
So If I log into a police character to kill pirates and then when the system is cleared I log into my trader and trade through that system is that powergaming?
The rule is too situation to be regulated as a rule.
Do yourselves a favor and avoid giving players a way to maliciously report others over trivial things and return 0.0 rather than tacking on the powergaming and metagaming rule.

I detect this vessel with my outcast pirate train start roleplay, and tell him to leave, cause we don't want any foreign capitals in alpha.
The Player does not comply to my request. I tell him, i will report to the next military station, so that the navy can take care of the problem.
Then i dock at the nearest millitary station, undock again leave the sytem dock at the next base,
log to my capital, [mostly standby in omicron 81] come back with capital and continue rollplay regarding the report from my other character.
Would it be right to do this?

Yes, clarification is really needed. It makes sense that if you log another character which inRP is not connected in any way to previous one, it is metagaming/powergaming.
But what about lawfuls. What if I´m in Honshu on police char and notice via TLAGSNET smuggler in New Tokyo running to Kyushu. I have no chance to catch him but I have another police/military char in Kyushu. Is really against rules to relog to it? Because inRP, my police char will report the smuggler and all officers nearby are informed and called for help if they can.
Same goes for traders, especially those from same house. If Kruger trader sees pirate but gets away (or pay pirate and leave the place), they inRP inform police/military which will react. Are you telling me that if no police/military player is around, traders have to let pirate "work" there for even several hours without any action?

How would it be different? Oh I guess much like those miners who mine ore, F1 and log their transports that are also F1'd right there (Or the people who outright multibox) that instead of interacting with a third party as an informant, you're taking your RP into your own hands to powergame on your little surprise catch. The fact he took a BATTLESHIP to extort another player in an outright defenseless vessel also doesn't help this case and in my opinion, clearly shows us that sanctioned player was doing it to be a muppet.
Also, what happened to the "What happens in sanctions, stays in sanctions"?
What I am seeing here is people being douchebags, if your USI ship sees a furball between at least 2-3 other people and you decide to log your rogue to join in the festivities, that's ok because there is simply now 3-4 people playing out a shooting encounter. One player seeing a barge and going $$$ and doing something that is solely beneficial to only himself, that is douchebaggery right there.

Don't mistake my words as to saying that this is morally okay Alte, but we have defined rules, and while I don't encourage such behavior, nor would do it myself, it's still not against the rules and it's not metagaming. Poor-form? Sure, but definitely not metagaming.
Again, while this might be an extreme, you could take it to whole different, yet similar in their nature, situations.

The exploit I showed, not having used, landed me a year and a half of ban-time, plus having all of my work up until then deleted, including my forum account and all my posted RP material, tutorials, guides and everything else.
The Bass Hunters fiasco ended with me having 1.1bil worth of stuff bastilled, and after the DPC drama went down and I bailed, I ended up having to delete all of my ingame items and accounts, not to mention a related or unrelated report about my IP to my ISP, landing me around 150 Euros worth of fines for using unlicensed software on my office computer, which was on the same IP as my laptop.
Thanks, but I paid my due one way or the other.
I am not saying if it was fair or not, and I have earned it all the same, but don't you dare say that I was never punished because of skype contacts or something.
