"Player can attack X,Y,Z any were"

Alright been reading some ID's and I have noticed some say

"Player can attack X,Y,Z anywhere"

and others say

"Player can attack X,Y,Z within their Zone of Influence"

My question is this.

Does anywhere mean (for example) My LWB/FA is in say, Bretonia ( Getting guns from a Gaian base). and a Synth Foods comes down the lane, I can Rp and Engage him even though I am outside my ZOI? I'd assume this means I cannot pirate just Shoot him down.

or

Is it just a rewording of the same thing?

I'm pretty sure it's the same thing, with another way of wording it.
Although I don't know this for a fact, merely making inferences.

"Zone of Influence" is not "Anywhere".

I.E.

Ships with a DSE ID can pirate vessels of corporations of Houses Liberty is hostile to anywhere, but can only initiate combat against them within their ZoI, which is defined as Liberty.

Well, I too am not sure, But if The ID states the 2nd one (ZOI one), then you can't shoot in Bretonia if its outside your influence zone. Can't shoot, Can't Pirate.

So if I am on my LWB I can attack a Synthfoods player in Bretonia?

- Can attack any ships within their Zone of Influence, except transports.
- Can demand cargo and credits from any ship within their Zone of Influence, and attack them if they do not comply.
- Can attack Synthfoods anywhere.
- Can treat any ship carrying Synth Paste or Synth Gel as combat targets.
- Cannot ally with any lawfuls.
- Cannot use any transports with more than 4,300 cargo.

Zone of Influence: Rheinland, systems directly bordering Rheinland
Allowed ships: Fighters, Freighters, Transports, Gunboats, Cruisers
