I wouldn't say it's Meta-gaming if the 2 sides are friendlies, such as Rogues and Junkers...
but it's strange to see for example 2 chars for same person *Nomad & Order* or *Junker & Police* or *Junker & Navy* or *Rhienland Military & Unioners* etc... etc...
I have a character on GRN side and a character on Council side. Fun fact: the Council one is the leader. Bonus fun fact: they are brothers. I dare you to catch me metagaming with them.
Just because a player has two different characters on two opposing sides doesn't mean the player actually metagames. Better not jump on conclusions too quickly.

IMHO Zayne has hit the nail on the head regards PR. Now that there is 2 official junker factions, Congress cant lock down PR without getting JM's agreement.
And that is beside the point of having the congress bases shoot anything not congress tagged or approved by congress. That's (at the very least) warning worthy, if not sanction worthy.
