The problem is not to find reasons "why" we could remove systems with roleplay reasons, but how to reuse the assets, since the files cannot be deleted.

No, it wasn't Omega system. Some time ago I was fooling around in SP, there's a very big star, white or light blue one, in Gallia. Very big star, a landmark of that system. Supergiant? What caught my eye was something about supernova - thus my idea.
Gallia does need a good shrinking. It will greatly increase activity allowing the GRN to do what every other house military does, catch smugglers, enforce the law etc. That's my favourite point. As for the others, I'm not against them but I'll definitely have to get used to them if they are implemented. Nice ideas.
Things are happening in this direction. But it just can't happen all in one go, it's an intricate surgery. Hopefully Gallia will get its turn eventually too.
I like this points, others are good too. But, I'd extend on some of em:
1. Reduce scanner range not only in nebulas - max range must be 5k
2. Don't shrink the systems, instead rework the jump hole network (roll back to .85\vanilla in fact)

I agree that some systems are too big. However those are mostly systems with lanes. In your examples:
- Taus - 23 and 37 don't have lanes. They are also very small. 29 and 31 aren't big either and they do have lanes. The others aren't visited anyway.
- Omegas - 3 and 7 are small already and they do have lanes. Neither one of 5, 11 and 41 seems too big. 47 and 49 are maybe a bit too large.
- Omicrons - True. They are getting revisited anyway.
Most of the very big systems are Vanilla House systems. Almost all of them. The only non-Vanilla ones that come to mind are Newcastle and Ile-de-France. I swear seeing the next waypoint is almost 200K away is no fun when smuggling. And the long lanes don't encourage more interactions as you will see the other player for only 1-2 seconds while he zooms in the opposite direction.
However, making those lanes shorter would kill lane piracy.

The rest of the Gallic systems can be shrunk in size, with the removal of a lot of space objects such as undockable planets (is it only me, or anyone else thinks that there are hell a lot of those planets in Gallia). The systems you listed are mostly guard systems (except Auvergne) and they are truly useless. I'm all for removing them. However no one has a reason to be there unless he has just /restart-ed a ship. Removing systems that no one visits would do nothing for the activity and is just unnecessary work.
Gallia was massively shrunk down with the 4.86-4.87 transition to the point of making lane piracy almost impossible (lanes are only 40K-45K long). It also made off-lane smuggling less tedious as the systems are very small. Removing the planets would do nothing as they are mostly decoration or whatever.
There is a load of Gallic manufactured commodities. Almost all of the metals and some other things like Lasers, Magnets, Plastics, Ultralloy, etc. Contraband items are Nox and Human Organs.

Well, find it, then. The only odd one I can remember is the nonsensical neutron star in Maine that got deleted with 4.87.

Are you kidding? People would completely miss each other, especially in lane-less systems.
P.S: Attempting to drive OC-Corsair fights in Sigma-13 was a mistake. Yes, both sides have a base there. And they both have to travel several systems just to go there. I don't think anyone would want to have a group fight in that blue nebula with a visibility of less than 1K.
Remove Conn ??? Not that it has any role in the mod other than providing some spare time fun to some people. But what about transferring things ??
Conn does help in that, a lot especially.
I understand the point about killing activity and stuff; support it too. But what, aside the conn, would help transfer an equipment or an armour from one ship to another ??
I have idea:
1. Deactivate all the jumpgates (sector-wide ion storm)
2. Make half of the jumpholes unstable and unuseable (side effect of that ion storm)
3. Watch the chaos that emerges in Gallia and Sirius
4. ???
5. Profit.
