Get yourself a beta-test team out of experienced players that prefer to fly on different ship classes (yes, there should be snub/gunboat/cruiser/battleship oriented people - yes, you'll need also those who fly battleships mainly, not just those who're flying snubs mainly), with experience of both small and large scale engagements, etc.
And just people with a good amount of common sense. I can recommend a few, though one of them is likely not playing much at this point, looking at how I don't see him posting anywhere. (And definitely not myself, I'm not nearly as attached to Disco anymore, just got dragged back here by a certain horde of people.)
Discuss stuff with them, listen to their opinions. It'll greatly help. Because it's becoming kinda evident over last years that even if such team does exist, it doesn't fulfill it's role. (like, you know, the whole lolchange with gunboats in autumn 2013. A single glance at those numbers would be enough to understand how it'd work in-game.)
Might not be easy with currently greatly shrinked playerbase, but still possible, I hope.

Jumptrading between desolate and unpopulated systems indeed avoid interaction - but at same level as solo indie powertraders in those desolated systems would avoid it. At least, theyr'e doing it in group.
Equalizing trade routes in the whole of Sirius and creating buffer systems with completely baseless assumptions of playerbase moving for a conflict into Sigmas/New Hampshire, while having access to a very limited playerbase in first place, is an interaction killer. That's the first thing you should crusade against if you're really caring for interaction, and not for the people making cash.

To be a little clearer - I wouldn't mind if you'd rightfully call that an instance of imbalanced economy and claimed it should be fixed cause people should not be getting such amounts of cash in such time. That would be understandable, regardless of if others agree with it or not. Otherwise, the whole argumentation looks fishy, especially with the line of behavior you've been engaged in with your pirates, "fullcargo of ore near the final (hence most profitable) sellpoint that I can dock on - or die".
P.S. Didn't read the whole thread, just few replies, hence assuming you're still using the whole "interaction-related" argumentation when approaching barge-jumptrading/mining issue. Sorry if it isn't the case.

Hm, why obvious? Is there any kind of confidence that most people spending/wasting time in Conn would relog and go search for interaction, rather than logging off and going to do/play something else?
Not a sarcastic question, I'm serious when asking it, since I myself have no idea. Never really stayed in Connecticut outside of wanting to do some training/pure pvp/equipment transfer.
Or is it about forcing same people to do this sort of thing inRP environment (like, Corsair duels on Crete orbit, etc), thus being susceptible to player interactions?
Most people were doing trainings at their faction's places when conn was less accessible then now. Yes, this includes Crete, Malta orbits, guard system, some remote stations or stations factions considered as their main bases, etc.
Where are people getting all these barges from??? There given out by a.d.m.i.n.s I thought not to every joe bloggs. If barges dissappeared jump traders would be back to 5kers rather than 40kers making these jumps instant 1/8 profitable. Or maybe a group of us grab some Venators of the next a.d.m.i.n we see and annihilate the barges outside malta.
Or make jumpdrives have a chance of malfunctioning? Based on cargo size? lets have the barge jump to omicron iota shall we?
Thought this thread was about inactivity, not crying about barges and (the unmentionable system some seem to want gone), Funny as i type this there are 74 people online but 141 on the forum. Heh maybe there would be more activity if some would play instead of whining on the forum about what people in game are doing? Or is it just me?

You could announce events like "Bretonia Weekend" or something like that where you encourage people to log on with their Bretonian chars (on a freely basis of course). This way you can have more activity in that sector and have a good time. Right now there are not enough players to populate sirius. But this seems more reasonable than add/remove systems.
