The million dollar answer....
That is clear, but... how? I have a few ideas of my own, but I am begining to think that Disco is a little too conservative for rapid changes.
Basicaly, we have a world that is too big for a comunity that is too small. We have a ***load of systems and some are extremely big but with the policy of symetric balance betwen all ships and all factions, we cannot really do anything with all that space. No conquering, no space exploration, nothing. With this "players can have fun but cannot change anything" policy, it would only be logical to make the whole world smaller so more interaction can happen. If I want to interact with someone now, I have to look at where someone is, log an apropriate ship (so I have to have a lot of them) and go interact, I cannot just randomly log... because the chances are noone will be there.
THAT is how to make in interesting. Either give the players some power: If you RP enough and you show progress in game with something, you may get a buff over other players in the game (experimental weapons, ships...), if a faction does that, it can conquer an NPC base or gain a special ship... All that would make it MUCH more interesting. If player RP and interaction actualy did something more than just fun... because lets face it. If I want to have fun, there is a lot of games/places where I can get more fun with less effort.
There is one more way, the way Narco here suggests. Make everything smaller. And some other minor changes, but the basic deal is there. If you make everything smaller (the game world should get resized to about 70% of its current size, that should make it better), there would be more interaction. Less systems, resize some, remove the useless ones with nothing in it... and boom, you have it more interesting, you have more fun.
I belive that either one of these is a possible solution. And it is up to Devs if they want to go that way.
It is closed. Guards should be removed indeed but with all or nothing policy. No faction should have the right to keep theirs or all should have that right.

all faction doesnt use guard system but some does. Look at Puerto Rico, it's a very active system, even more than a lot of "normal" system.
Indeed that's why it should be all or nothing deal.
Everyone and his dog can claim that he uses his guard so even the factions that never use it should be at the same situation with the factions that use it 24/7.

I disagree on removing Guard systems.
I like them, they yust should be used more.
Factions should be training there and planning operations.
I dont think Disco is too big, making it smaller would be a wrong solution in my opinion.
But, organising some events would be fun.
And i think personally that some NPC's are too weak, some of them bore now.
There should be a little more exitement around, that would help.
