The Term "Foriegn Legion" would probably not aptly describe it, but the Kempeitai actively recruits foreigners primarily from the intelligence or scientific communities as well as professional mercenaries or contractors. As well, they also conduct foreign espionage operations (combat and noncombat) and in the event of a major war, would probably mobilize a deep-strike asymmetric warfare unit analogous to the Ubootflotille or Privateers.
The agency is a much more pragmatic organization and doesn't subscribe to the oft-touted "Gaijin go home" ideologies of certain other parties in Kusari, simply because they operate with a much broader spectrum of interactions with organizations and entities far removed from Kusari's borders. It is therefore important for them to have both agents with plausible backgrounds for infiltration purposes as well as inside knowledge about how international military and pirate groups operate.
I can reveal that the Agency does maintain a pool of potential foreign recruits as well as large-scale military suppliers and ports of call to both support it's operations abroad and as a strategic fallback option in the event that some civil war or nomad invasion or other random apocalypse befalls Kusari, as part of it's general Continuity of Operations plans. Were that to happen, it would be more likely to see Foriegn Troops under Agency command using Kusari or whatever Foriegn-built equipment could be acquired. I will not say exactly who, why, or how beyond that. You'll have to try and find out yourselves based on cursory interaction.

Not yet, although I can say there are parties within the agency that want it to be, and there are important strategic and long-term reasons for why they perceive this as necessary. There are many riches beyond the Demon Gate, to the Northeast.
