Corsairs have also a big area, they can pirate in Bretonia, Omegas, Omicrons, Sigmas, Rheinland - what is pretty wide.
Having played Corsairs for a few weeks, raiding with TBH and those folks, I can tell you we cannot inRP go through Breton or Rheinland core systems.
Junker ID is also a good bet, as it allows piracy anywhere that is not Liberty, Bretonia or Rheinland house space.
Outcasts/Junker sounds good right now, thank you for that.

Yes it was, LR + PLR + LH don't want Outcast caps in Liberty space, if they are found, the LR and LH can destroy them on sight, regardless of why they were there
Edit: Turns out I need to correct myself, if the LR, PLR or LH find any Outcasts or unregistered pirates in their space, they can destroy them, as shown in the LR bounty bourd: http://discoverygc.com/forums/showthread.php?tid=68698

Although they cannot pirate within Gallic House Space, they can do a lot of harm in Gallic Borderworlds, the Taus, and Bretonia in the name of the Gallic Crown.
I can propose Red Hessians, but those are rather concerned about Rheinland, Omegas, Sigma 13 and, wow, can go into Omicrons (especially, Omicron Alpha). However, it's the only pirate faction that do not participate into Outcast-Corsair War and hates both.

Yeah, quasilawful factions tend to be the most interesting, along with the non-House nations.

Not as much as regular Junkers, considering that GJ are privateers for the Crown.
Kusari and Bretonia are no longer at war and the Imperial Exile forces have moved out of Bretonia territory; it would be a waste of time for the Hogosha to do mischief there.
