Cloaks are also fun for the players using them, ever consider that? Some say how dare a few trading runs trump your pvp practice? But some have RP investments and don't always feel the should be EASY bait for new players or people that are only here to PVP.
As I'm sure you have found out, all Cloaks can be CD'd, and interrupted during the charge process. They are best for getting away when you're enemy is distracted or you slip our of range first. I'm not even sure what the charge time on a small cloak is, but if its still 3 seconds, thats your first problem. Small cloaks get longer cloak time and can disappear pretty fast it seems. The other cloaks give more than enough time to CD if you're in range and are paying attention.
Cloaking is a part of disco, its not vanilla anymore. You'll all get your chance at a mountable CM (in some form) in the future it seems so relax. Cloaks can be used by everyone, so if you're not using one and are complaining about others doing so, maybe its time to compete instead of complaining. Its not PVP death, especially if you escape in something other than a light cloak, its usually just as important a survival skill to know when is a good time to use it, like bugging out when you see your chance in any pvp encounter. In the end if someone escapes you to flee, cloak or not, you won that fight, be happy. So what if inrp you might fight the same enemies in the future.
Remember the counter arguments, what's the point of having made cloaks usable for years on this server if everyone complains when they get 'used against them', meaning, someone used the cloak for its practical applications. They should be able to be used for escapes, ambushes, espionage, etc and its up the the players to figure out the rest, both users and non users alike.

This game is based around interaction, and a tool that deprives it, it completely silly.
Anyway, what you suggest will just end up with what Jack says. Sure, you enjoy cloak, because you can uncloak your pelican on players without it. But think that everyone had it, you'll uncloak, that player will cloak and hurray goes the interaction. Unless you think all interactions should be friendly chit-chats, and in that case I will say we aren't playing Pretty Princess in Ponyland.
Slow you down 90% for prototypes, 75% for advanced cloaks, (So no thruster and cruise or whatever), and also decloak you when you're within 2km of ANY object. They're infinite, but if someone gets close, you get decloaked.
Change the range to 3-4km, and they'll be perfect.
I think people are just mad because they didn't get the "almighty bule msg". Frankly... I don't care about PvP, I use my cloak for RP purposes so if you want to nerf it, please do so in a way that won't affect players who use cloacks... responsibly.

Yes the game is "based around interaction" but why would somebody cloak right after you uncloak? If that person is not stupid, he'll do some RP with you (why wouldn't he, when this game is based around RP?), and if he does cloak, then let him. He clearly doesn't want to RP (or doesn't know how to) so there is no reason to waste your time talking to that person.

then let me re-tribute with the following - why should the cloak be the instant gateway out of combat? Combat is essential part of the roleplaying in the server. Take it out and in 2 days you'll have no one around here.
