What if President Powell hasn't been in charge of the Liberty (possibly shut in the prison somewhere in Alaska, as he wanted to sign peace with Rheinland) since the war between Rheinland and Liberty began and whole war was in fact fueled by the Liberty Navy to increase Libertonian national income?

Then presumably, in practical terms, nothing would actually be any different in-game. Besides, people would likely notice if the president of Liberty vanished.
Well, it is time of war and there's a possibility that Liberty might have a martial law inside its borders (I assume that, because it is usually Liberty Navy that scans people inside Liberty). And the arrest on the president don't need to be a very old thing, it would even be few months and someone else might have been acting as a president in that manner.
All in all, I would love to see such a roleplay within Liberty.
An inside job? What's that old saying?..sounds crazy, probably true. Got more details in mind? I rarely worry about the RP of Liberty's government (or any house) but I do love a good conspiracy. With things shifting in both wars I think its a good time to cash in on RP opportunities.

Martial Law hasn't been declared in Liberty currently. The reason you see Navy ships scanning cargo is twofold. There's not much in the way of LPI presence currently, and the Navy can't be out raiding constantly. There aren't always threats to go deal with, so sometimes the Navy scans ships to keep itself busy.
P.S. If Martial law had been declared, you wouldn't see actual legal proceedings for stuff like the whole Junkers Congress legality issue. The Navy would just declare them hostile and shoot them.
