To be completely honest, it doesn't say any bans, temp bans, probations, or any action of the staff needs to be documented and readily available to members. No one has to break their back for anyone to use Discovery's forum or servers, it's a privilege. If you messed up and lost a privilege, then that's on you. Well, there are a few "but"s for your message. Firstly - "Server Rules -- Administrators are obliged:". They wrote it, not me.
Secondly, if someone messed up, I think they should know where have they messed up. My "sanction" was done without any warning, obvious reason or explanation to me.
Finally, I do think that rules of conduct on the forum are need to be set so that people know what they can or can't do. I do not see why I lost my priviledge. I didn't break any rules that I know. And I haven't been told any rules that I don't know. I just got sanctioned. Very quietly.
Now I never said that they had to make my sanction notice visible to everyone. I just asked that my sanction would be explained to me. So... is what I asked for not something that staff should do? Can they just bann people without a reason, not justifying it with anything?

Nowhere does it say they have to have anything written for their actions. It's extremely nice that the Discovery staff has always posted sanctions. That is not really required of them to keep the server running and keep the flow of the community going. Most communities don't do that. If you mess up you get banned. Just saying they are "obligated" to do "something" means literally nothing. With that logic I can say they are obligated to give me back rubs daily.
Since the addition of the shoutbox, it was explained from the get-go that it's a simple feature and will be dealt with simply. You screw around with it too much, you get your ability to use it removed. It's not like you cannot use the forums or log into the server. You lost a very small feature. Sure, the staff could inform you when it happened or post shoutbox bans, but it's such a minor thing that they really shouldn't be bothering with it and deal with more important matters.
Your tone is extremely needy and demanding when it could be a nice and simple request. All you needed to do was ask nicely what you did wrong, and if it was possible to be allowed to use the shoutbox again with the agreement you won't abuse the gift to use it again. Instead, you complained and pointed out how this mod did some other action unrelated to your own situation. If you want something from the staff, or anyone in life really, it's better to be kind and respectful. People will be more willing to help you.

Also, show me where did I demand anyone to make my sanction visible to everyone. Because I believe I've said several times by now that I wish to see the reason personaly.

Now none of this would happen if the sanction would be just PMed to me. But that didn't happen, I just lost an ability to use shoutbox for... no reason. Without even knowing who did it, to ask questions to him, rather then everyone. The only explanation given the facts that were visible to my side is that one of staff members just got so annoyed with me that he decided to silence me. If they can abuse their power like that, I'd like to hear it, preferably from them.
As for my tone - it is not restricted by any rules. I do not use coarse language, and when I state negative opinion about someone, I bring the reason behind my unhappyness, not just spamm them with it. Of course, listening or not is their business, but it doesn't mean that I can not repeat myself if they just ignore me. And that's basically what I was doing before I got banned, so... Not very obvious.
And for the end of this message, can you point out where did I do this, as I don't quite see it in my messages:

What is it with you and picking fights with the staff recently? Anyway, the staff record everything in their own subforum and it should be updated with very shoutbox ban and reason for why including evidence. If no evidence can be supplied it was always that said people would be unbanned. So you should have a reason if people recorded it down.
