I'm not going to give an opinion on this, but if this does go through, can it only applied to the indy id and not the official ones? The officials don't do stuff like this as we already regulate ourselves, and if an official ever did dock in house space, there would likely be strong rp reasons behind it.
All I'm asking is that those who are for this don't go too far with their demands.

Our IDs are separate for a reason.
Also: something else to consider: who is supposed to be able to siege Liberty Lawful bases if all OC caps get denied from Liberty Space?

Honestly just needs to be for Liberty imo as caps occasionally being seen in some of the border Kusari systems does make sense as it is right next door to alpha and OC like to shoot up Kusari.

You can still go into Liberty with them just not dock entire OC fleets on some supposedly hidden Junker or Rouge base.)
Yes, this suggestion is only intended for indy Outcast ID. Officials have responsibilities and accountability to balance out rights that indies do not get (see: Order Official/Indy IDs).
Before people get to into roleplay laws and orange treaties and what not, consider the basic premise here.
1.) Is having Outcast caps able to dock on sovereign house space bases problematic?
I would say this is an obvious yes, mostly in the case of Rochester which causes neverending drama.
2.) Is there any roleplay OR gameplay reason why Outcast caps should be able to dock on the stations in question?
In-roleplay, these stations would not likely be able to service vessels of that size, nor are the factions in question likely to appreciate having to deal with these ships. And is there a gameplay reason for Outcast caps to not only visit sovereign house space, but dock in it as well? Keep in mind, it's still entirely possible to raid New York in a Ranseur if one is so inclined. Closest location is Niverton, PA.
Also, here is a list of bases affected within the Outcast ZOI:
Rochester, New York
Beaumont, Texas
Alcatraz, California
Cochrane and Thunder Bay, Ontario
Trafalgar, New London
Ainu, Hokkaido
Hikone, Honshu
Morioka, Shikoku
Pretty sure that's it unless I'm missing some faction they're dockable with.

Are you missing the part where it's still entirely possible to visit these places, including with caps, and literally every base affected is within one jump of a dockable location?
We can talk about the Orange Treaty all we like, but the ''problems'' are mostly done by indie players who do not even care of its existence. If you see an OC cap in Liberty, log your barghest and show him the door yourself.

I would have agreed a year ago, but if you nuke OCs, the LNS will literally have nobody to shoot in their home systems.
It would entice people to not ransur swarm all the time, it makes no sense from a rp point of view.
