Judging from my patrols, smuggling is still not dead actually. Oh and judging from my own smuggling too.
Also, maybe except Liberty there are no "smuggling killing FR5s". This statement was used in so many threads and in all of them it always ended with my question to show me these tons of FR5s which killed smuggling. So far like one or two were presented to me from last year. And this can hardly kill any activity. So please, stop finally using this mythical "smuggling killing FR5s" argument.
I see quite the okay amount of smugglers on my LPI. I also never even get close to FR5ing them. So this is really not the problem. And I do believe that Durandal's and my ideas are a solution to this problem.

So lawfuls need to make some BS RP because unlawfuls aren't willing to play smart and not run to a supposed "hidden" base. It isn't even as bad as the TC is making it out to be. As long as they don't keep seeing the same unlawful or group docking at junker bases in front of them they aren't going to do anything to the Junkers giving the Junkers the ability to take care of it inRP(slap on the wrist and warning to stop being idiots to the combat docking unlawfuls). The argument you are trying to make just feels like you want one side to just ignore aspects of another groups which will just end up hurting RP. Junkers shouldn't have lore shield and I do agree they shouldn't be punished heavily for something they can't really control due to game limitations but they aren't. The way it is set up right now both sides are having to give up a bit of realism instead of just one side.
EDIT: Also, Junker RP is about playing both sides so realistically there should be some RP that puts them at odds with unlawfuls just like there is RP that puts them at odds with lawfuls and having to deal with unlawful groups abusing their stations is a good way to represent this. Diplomacy is a big part of RP in Discovery and Junkers are in a pretty unique place to RP the underworld end of Diplomacy RP and using arbitrary lore shields just makes that opportunity stagnant and boring.
Honestly I am of the opinion that any unlawful craft running to Junker bases with lawfuls chasing them is problem not just capitals(the OC caps in NY is just the more obnoxious and visible case of this) and like it was mentioned before there are already junker laws in place telling the unlawfuls not to do this so like I said before why is it such a big deal for Junkers to go ahead and send an angry message and maybe a fine to a group or person doing this and telling them not to do it again?
EDIT: And sure I don't mind making it so caps can't dock at Junker basses but that isn't really what I have been talking about.

You don't have to be a cap to run away and dock on Rochester. That is not the end of thread, in the slightest. This thread shouldn't even exist, really.
It's a waste of time for all involved to report random, one-off indies to Junkers. Repeat offenders and official faction members should, as an inRP consequence of their inRP choices, be reported to the Junkers. Junkers then have the choice of acting on these reports or not. This choice should also have its own inRP consequences.
Being chased by a hostile craft that is trying to apprehend or kill you and docking at a base a counted as an RP death. Its not counted as "escaping". Why would you send a message to the administrators of a base for a character that is technically killed? This applies to people running and docking on Freeports, Barrier Gate stations, outlaw stations, etc... The reason it is different at Rochester or Beaumont is that it is a Junker base and Liberty thinks the server rules are different in the house space. Server rules are server rules. If you run away and dock on a base you have died inRP.
