Definitely yes. Idea that there is any significant relation between setmessages and amount of roleplay is totally misleading. People who don´t want to put effort into RP won´t do that with or without them. So there is no reason to remove useful tool (not to mention that it also kill "background roleplay" for example between passing traders). And on top of that, those with some tech skills will use undetectable third party programs for setmessages anyway.
I think that it should be on. Without them, my players wouldn't be able to respond to imminent combat. (This is a problem for nomad players too). Typing like crazy makes things more difficult when facing combat and all that. Though there are /1 /2 combat engagements that are a problem. Maybe make a rule about it or something.

Yesterday's intense fighting sessions were a terrible PAIN without "/setmsg 1 Focus on #t at #c."
Typing when faced with insta-loadouts is really really annoying.

But sure, if it can be done, why not.
Doing the feared "/l1, /l2, engage" in too short a time is still sanctionable.
So... it is inherently not a problem with the command, but (as nearly always) with players.
A cooldown would enforce it, which is always better than having to regulate it afterwards by sanctions.
We who gets so happily exited IRL by beeing pirated that we stumble and tumble in sheer panic on the keyboard trying to respond to a: "STOP OR YOU DIE" "Gimme ALL YOUR CREDITS NAOW IN THE NAME OF whatever"
Sometimes (often) i and several others i have talked to in the past are like: "freck" i didnt even had time to respond properly before they shot warningshots on my shield!!
And then i get even more stressed and it all colapses to a gigantic beutiful transport explosion in less then 30 sec....
Those small /setmsgs have saved me several times! Like: "Ok dont shoot i give up!" or "Oh terrible sorry sir Pirate, may i bargain for my life?"
These commands are extremly handy to victims of piracy when facing these triggerhappy player testing out their new greed for powertripping.
Just saying.
