But doesn't that revoke the stronger weapons then? How are the Omicrons dangerous if no NPC can shoot you because you simply pass by?

Because if you go to Delta on low activity times in something with shields like a cruiser you get swarmed by a ridiculous amount of NPCs and end up dead, when you could be:
- Chasing someone, and end up CD'd, dyping to NPCs
- Roleplaying with someone and end up dying to NPCs
- Trading for the current event and die to NPCs
- Attempting to escape from someone and end up CD'd, dying to NPCs
They're annoying. They don't add to the danger factor at all, but interrupt the flow of player-player interaction, which is what the server thrives on.

Please for the love of god no. Back in the day every NPC patrol had CDs. You couldn't ever go anywhere because you were constantly getting disrupted. It was horrible and 99% of the community was happy when they were restricted to guard systems and GB patrols. NPCs with CDs is just a horrible idea, let's not go back to those days please
